POSITION SUMMARY:
Lead Human Resources practices and objectives that will support an employee-oriented, high performance workforce.
ESSENTIAL FUNCTIONS:
- Manage human resource policies and record keeping.
- Assists with forecasting staffing needs and manage staffing data.
- Recruits, screens, interviews and recommends employment of applicants.
- Coordinates employee performance evaluation programs and manage OhioES system.
- Authorizes salaries andor wages upon direction of Treasurer and/or Superintendent.
- Manage new employee orientation process.
- Prepares human resources related reports required by the district, federal, state and outside agencies.
- Coordinate the district service award and retiree recognition programs.
- Manage AESOP processes in the district to include the oversight of classified and certified substitute programs.
- Oversees licensure/support LPDC Committee.
- Coordinates contract administration during the term of various contracts.
- Interfaces with district legal counsel on employment matters and ensure compliance.
- Advise supervisors about matters involving discipline, job performance, employee duties and assignments.
- Recommends new or revised district policies.
- Represents the district at arbitration and other employment-related hearings.
- Recommends policies, procedures, and/or actions for providing direction for meeting the district's goals and objectives.
- Attends and participates in administrative and leadership meetings.
- Responsible for establishing and keeping current job descriptions and job classifications for all personnel positions.
- Oversee the employee benefits programs and participate in the Insurance and Wellness Committee.
- Conduct exit interviews with personnel retiring or terminating their employment with the district.
- Administer tuition reimbursement process, including clarification of procedures, and yearly matching and payment, as well as the lateral pay raise process.
- Works in conjuction with the Compliance Officer in Title IX and other investigations.
- Administer supplemental employment contracts.
- Administer collective bargaining agreements and contracts and classified policy guide.
- Oversee and interpret background and reference checks.
- Responds to public records requests.
- Performs other duties as assigned by the superintendent/assistant superintendent.
- Bachelor's degree or equivalent in Human Resources, Business, Organization Development or Administrative Certificate in Education.
- Minimum of five years administrationhuman resources experience.
- Alternative to the above qualifications as the Superintendent/Board of Education may find appropriate
- Ability to communicate ideas and directives clearly and effectively both orally and in writing.
- Effective, active listening skills.
- Ability to work effectively with others.
- Organizational and problem solving skills.
- Ability to organize and compile data for various state and federal reports.
- Knowledge of state and federal labor laws and other pertinent policies, codes, regulations, and/or laws, i.e. FMLA, COBRA, ADA and Worker's Compensation.
- Ability to work with a significant diversity of individuals and/or groups.
- Ability to maintain confidentiality.
- Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development.
- Demonstrated ability to lead and develop Human Resources staff members.
- Excellent computer skills in a Microsoft Windows environment. Must include Excel and skills in Access database management and record keeping.
- Experience in the administration of benefits and compensation programs and other Human Resources programs.
