Job Title: Human Resources Director
Location: Mashpee Wampanoag Tribe (MWT) — Business Offices
Reports To: Tribal Administrator
Department: Tribal Administration Status: Full-time, Exempt
Salary: $75,000 - $80,000/annually

Summary: The Human Resources (HR) Director is responsible for the administration of human resources services, policies, procedures and programs. The Human Resources Director's primary responsibilities shall include but are not limited to: planning, organizing, directing and administering a comprehensive HR program for the MWT. This full-time management position works in concert with the Tribal Administrator and is responsible for the overall successful administration of the HR office of the MWT.
Primary Duties and Responsibilities — The Director shall be responsible for all employment matters in close coordination with the Tribal Administrator
Essential Duties and Responsibilities include the following. Other duties may be assigned
Ensures compliance with established policies, procedures, licensing, grants, contract requirements, and state, Tribal and federal laws,
Establishes, directs and oversees all recruitment activities including job description development, classification, posting, interviewing, selection and orientation.
Establishes, and maintains a budget to adequately sustain department initiatives.
Develops and maintains systems for maintenance of personnel files and
documentation in accordance with applicable labor laws.
Develops and maintains a system for employee assessment and evaluation to include employee training/development.
Conducts regular wage surveys within labor market to determine competitive wage rate/scale.
Works closely with the Tribal Administrator in organizational structuring/development to identify areas and activities to improve overall performance and productivity of M WT workforce.
Develops and presents necessary personnel policies to the Tribal Administrator and Tribal Council for adoption.
Manages resolution of Director level employee relations issues.
Advises supervisors in proper conflict resolution and personnel issue management.
Mediates conflicts between employees.
Responds to HR inquiries from outside agencies.
Develops and manages office procedures to ensure protection of confidential personnel matters.
Negotiates, and administers benefits programs such as life, health, dental and disability insurances, vacation, sick leave, leave of absence, and employee assistance with approval of Tribal Council.
Investigates accidents and prepares reports for applicable agencies.
Participates in administrative staff meetings and attends other meetings and seminars.
Represents organization at personnel-related hearings and investigations.
Maintains department statistical information.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education/Experience:
5-7 years' experience in human resources specifically in relation to federally recognized Tribes. Bachelor's degree (B.A.) in Human Resource, Business Administration, or other related field from a four-year college or university can be substituted for 2 years' experience. Additional Requirements:
Must submit to and pass a comprehensive background check and drug/alcohol screening. Must be able to travel for official business on occasion. Must be able to attend meetings evenings and/or weekends as needed.

Tribal Community Knowledge of Needs:
Preference given to an applicant who can demonstrate extensive knowledge of the Mashpee Wampanoag community's needs, programs, and services to the stakeholder population.
Other Requirements:
Must be able to pass a criminal history background check. Must pass a drug screen.
Language Ability:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
Math Ability:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume, Ability to apply concepts of basic algebra and geometry.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills:
To perform this job successfully, an individual must be proficient in the use of Microsoft Office (Word, Excel, PowerPoint, Access, and Outlook). Financial and HR information systems.
Certificates and Licenses:
Must possess a valid driver's license.
Supervisory Responsibilities:
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning, and directing work and addressing complaints and resolving problems.
