Description

The Administrative Clerk is a highly skilled professional level classification with expertise in various administrative duties. Customer service is a key element to this position. Routine analysis and recommendations on highly complex, sensitive, and confidential assignments and issues are provided to Board members and Human Resources management. The ability to routinely provide detailed clerical support for the Board of Equalization (BOE) and serve as Civil Service Chief Examiner for the Civil Service Commission. This position works collaboratively with all stakeholders.

Civil Service Commission

Administer the Civil Service program for planning, implementation, meetings, documents, and appeals, processes. With the concurrence of the Civil Service Commissioners may assume some or all the Chief Examiner duties by conducting Civil Service tests (written, oral board), clerking Civil Service meetings, and establishing eligibility lists for Civil Service positions. Administer Civil Service recruitment activities including preparation of job announcements, advertisements, and application packets.

Coordinate civil service testing process and create written tests for open positions. Schedules oral board interviews for applicants as necessary, prepares letters to tested applicants with test scores, rank on eligibility lists and/or removal from lists.

Assist the Civil Service Commission with an impartial disciplinary hearing and other investigations.

Assist with personnel action forms for Civil Service changes. Verify eligibility and the accuracy of personnel actions and correct any errors.

Board of Equalization

Oversee the BOE petition process for the county. Ensure all processes, procedures, RCWs, and WACs are followed, and deadlines are met. Ensure Board members are scheduled for hearings and trained. Responsible for clerking BOE hearings. Issue Board Orders and respond to the State Board of Tax Appeals.

Ensure all petition documentation is exchanged and the response is produced as mandated by law. Transcribe and disseminate BOE orders. In consultation with the Director, provide advice, interpretation, and counsel to stakeholders regarding regulations, practices, and procedures.

Assist with personnel action forms for all BOE changes. Verify eligibility and the accuracy of personnel actions and correct errors.

Administrative

Serve as department Public Records Officer. Attend mandated training as required. Assist with development of new or revised policies and procedures and job classification descriptions. Assist Human Resources with administrative duties. Complete verification of employment forms and reference checks by outside agencies.

Regular, reliable, and punctual attendance.

Other duties as assigned.

Knowledge of:

Fundamental principles and practices of Human Resources administration including civil service laws, employment/personnel, and fiscal practices.

Principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiations.

Board of Equalization petition process.

Civil Service laws and rules.

Public Records Act.

Skill in:

Time management.

Organization.

MS Suite.

Ability to:

Communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues or regulations.

Maintain the confidentiality of sensitive and confidential information.

Analyze, interpret, and apply directives, guidelines, and laws to policies.

Plan, organize and oversee assigned work programs.

Establish and maintain effective working relationships with stakeholders.

Meet deadlines and multitask in a fast-paced environment.

OTHER JOB DUTIES:

May be required to obtain additional education as required to conduct business functions.

Minimum Qualifications

(Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job may be considered.)

Associate Degree in public administration, human resources, or related field.

Two (2) years progressively responsible experience in Human Resources.

Additional years of experience may substitute year for year for education.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS

Valid Washington State Driver’s License

PREFERRED QUALIFICATIONS

Experience with Civil Service Commissions and/or Boards of Equalization.

Work is performed in an office environment while sitting or standing at a computer or desk operating general office equipment. May move up to twenty (20) pounds. Position requires mental acuity to ensure thorough analysis of situations in a fast-paced environment. Required to maintain confidentiality of information within the department. May be required to deal with shifting or conflicting priorities, interests and difficult situations requiring the use of conflict management and facilitation skills. Frequently required to perform work in confidence and under pressure for deadlines, and maintain professional composure and tact, patience, and courtesy. May be required to attend events/meetings in the evenings and on weekends.

Job Type: Full-time

Pay: $55,339.68 - $69,111.60 per year
