What are the responsibilities and job description for the Deputy Commissioner position at Mass Commission for the Blind?
The Massachusetts Commission for the Blind (MCB) seeks a Deputy Commissioner of Programs & Services. To be considered for this position, you must have previous experience in designing and implementing services and programs for blind people. You are innovative, forward-thinking, collaborative, and excel at developing and maintaining strategic alliances.
As Deputy Commissioner, you will focus on ensuring that programs, services, regional services provisions, and organizational development processes function effectively to support the MCB’s mission to work in partnership with legally blind individuals to reach their goals of independence and participation in their communities.
You will build, strengthen, and maintain relationships with external groups and individuals concerning blind services programs, program development policies, priorities, and operations. As well as providing effective leadership in the design, implementation, and management of the Commission’s services and programs for the blind.
Duties and Responsibilities (these duties are a general summary and not all-inclusive):
- Direct and exercise an efficient system of control through developing and implementing the Commission for the Blind services and programs.
- Design and implement programs, services, regional service provision, organizational development, and accountability processes.
- Ensure that office policy, program goals, priorities, objectives, and strategies are established, communication and action plans are developed, and the agency’s strategic and annual operational plans are efficiently and effectively implemented.
- Develop and implement office operational systems, service provision standards, and outcome measures.
- Coordinate working relationships among Commission program units and monitor the progress and quality of all aspects of service and program development and implementation activities.
- Supervise overall regions and provide policy guidance in the management of all regional Vocational Rehabilitation, Independent Social Rehabilitation and Rehabilitation Teaching programmatic and strategic initiatives, program development and implementation, and regional service provision processes,
- Identify business process improvement opportunities and implementation strategies.
- Support and monitor completion of business process improvement projects: facilitate operational problem-solving and decision-making; provide consultation to regional program managers and staff.
- Supervise the Director of Programs and Services and provide management and policy guidance in the Deaf-Blind & Extended support Services, Technology for the Blind, Elder Blind Services, Orientation & Mobility Services, and Children’s Services programmatic and strategic initiatives, program development, and implementation processes.
- Oversight of the monitoring and implementing of the agency’s annual operational plan.
- Advise the Commissioner in deciding strategic, policy, program, budget, and service provision issues.
- Prepare position papers for the Commissioner on program development, implementation, and service provision issues and strategies.
- Recommend blind services and program priorities, policies, and strategies.
- Represent the Commissioner on boards, consumer organizations, and with state governmental partners, federal and state regional partners.
- A minimum of eight years of full-time, or equivalent part-time, professional, administrative, and supervisory or management experience, of which their significant duties included planning, program development, program coordination, and program evaluation.
- Master’s degree in business administration, business management, planning, or a related field.
- Experience in designing and implementing services and programs for blind people is required.
- Knowledge of the legislation, regulations, policies, and programs for the blind.
- Effective leadership, management, and budgeting experience,
- Knowledge of analytical tools and expertise in computer-based tools.
- Ability to mediate conflicts, coordinate competing interests, and work under time constraints.
- Skilled in problem-solving, consensus building, conflict resolution, and team building.
- Strong supervision skills.
- Capacity to work independently and manage time effectively.
- Adept at working on diverse teams.
- Strong organizational skills.
- Master interpersonal and communication skills.
