Position Summary
The Registry of Motor Vehicles administers a variety of licensing, registration and public safety-related functions and services.
The RMV Training Manager leads a team of learning development and delivery professionals to provide training and performance support services to all RMV business units and select RMV external business partners. This includes coordinating and prioritizing instructional design tasks based on RMV priorities, change-management tasks, managing the training delivery schedules, and ensuring that all aspects of training operations are handled efficiently and effectively. Training and performance support services include employee onboarding and role specific new hire training, cross-training employees as their roles expand, providing compliance-based training, and providing project-specific training to impacted business departments and external business partners, for business transformations. Additionally, the Training Team provides a variety of operational communications and publishes core RMV material used by the public (including the RMV’s Drivers Manual and operational forms). The operational communication and publishing services are distinct from the range of training services provided by the team.
Duties and Responsibilities
Manage the development and maintenance of training programs to educate employees/business partners on RMV business procedures and policies, to improve knowledge and provide programs that upskill employees, and support compliance with Standard Operating Procedures while aligning training programs with business objectives
Perform and review initial needs analysis for training/performance support requests.
- Identify knowledge and skills gaps through business outcome analysis and collaboration with department lead/subject matter experts.
- Partner with business Subject Matter Experts (SMEs) to assess training needs and determine how training can support organization wide strategic objectives.
- Review and support new curriculum design/development and other training support material development in alignment with needs analysis findings, subject matter expert feedback while meeting timeline expectations. The review includes providing final approval to proceed.
- Ensure there is an appropriate number of hands-on activities/role-plays to support knowledge transfer.
- Monitor and evaluate training effectiveness using standard industry models like Kirkpatrick Model’s four levels of evaluation.
Manage the Training and Support Services Department operations
- Manage the demand for the training services: overseeing training services intake processes.
- Analyze projects, programs or business changes to determine impact to employees, business partners and RMV customers to scope level of change management support needed.
- Implement new training strategies to increase learner engagement and adoption of the content.
- Analyze requests for training using Agency priorities as a guide to prioritizing assignments and identifying target month for service delivery.
- Make determination on the number and order of programs, projects and initiatives that can be supported quarterly.
- Create project plans with timelines for deliverables.
- Provide time estimates for training solution design tasks and completion to be incorporated into project plans.
- Manage multiple demands for service, assign programs, projects and initiatives to the RMV Training Team staff assigning tasks and due dates.
- Participate as Training representative on new initiatives/project team.
- Build and Maintain Relationships with managers and external partners.
- Create/maintain the RMV master training calendar and publish monthly.
- Create and maintain training class attendance records to track participant, training course, class dates and note completion by participant.
- Oversee the Training Team’s infrastructure, including training facilities, training team software tools, course data creation and management, Learning Management systems, and other equipment and resources.
- Establish and implement a review and approval process for Department created materials to ensure they meet expected standards.
Manage RMV Training Team Resources and Planning
- Perform annual employee performance reviews following the requirements of the EPRS-manager responsibilities (writing performance reviews and delivering reviews for each stage).
- Conduct 1:1 meetings with each employee.
- Observe Training Team staff perform in-role training classes, leading meetings, participating in project meetings, interpersonal interactions with RMV leaders and subject matter experts to determine effectiveness of services and employee performance.
- Plan and lead weekly team staff meetings to provide updates on priorities, check in on team progress, identify challenges, celebrate successes.
- Provide opportunities for professional development through attendance in MassDOT/HRD classes, association meetings and MassDOT group memberships.
- Plan staffing needs based on Training Services delivery forecasts.
- Work with HR Staffing to initiate hiring activities (requisition).
- Create and maintain new hire interview questions/activities.
- Conduct new hire interviews.
- Provide HR with required interview documentation.
- Develop/implement new hire onboarding plans.
Oversee Publication and Change Management Services
- Create and maintain the process for document management creation, revision tracking, version control and publishing.
- Review training updates/operational bulletins.
- Plan and complete revisions to the Driver’s License manual publications and other RMV manuals.
- Work closely with the Compliance team on policy development and identifying key business units impacted by new or changing policies that require training support.
- Create and complete revisions to RMV business forms following guidelines for version control and maintenance.

Upon a conditional offer of employment, applicants must agree to and successfully satisfy: (i) a comprehensive name-based and fingerprint-based background check of his/her state and federal criminal history records information from all U.S. states, the District of Columbia and certain U.S. Territories and from some foreign nations; (ii) an employment reference check, and (iii) a satisfactory review of his/her driving records to be eligible for this position.
A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references.
