What are the responsibilities and job description for the Manager, Health Equity and Community Benefits position at Mass General Brigham Health Plan?
Principal Duties and Responsibilities:
Develop and implement a health equity strategic plan that meets performance goals and ultimately reducing health inequities.
- In collaboration with the Senior Director, Health Equity and Community Benefits, this position will annually develop and implement a health equity strategic plan that includes feedback from stakeholders such as health plan members, network providers, community-based organizations, MGB health equity officer, and MGBHP leadership.
- Develop a self-standing health equity governance structure, while providing ongoing subject matter expertise to key clinical and operational committees (Utilization Management Committee, Brand Performance Committee, etc.).
- Collaborate with health plan leaders to conduct a health equity analysis of health plan operations, with a particular lens to identifying health inequities in clinical performance and the utilization of services and/or the decision making of services across all lines of business.
- In collaboration with the Senior Director of Quality and Health Equity, develop an annual budget that can support all health equity related costs.
- Develop a public facing health equity landing page that includes findings, resources, and improvement projects aimed at closing health inequities.
- Execute a culturally and linguistically appropriate services (CLAS) workplan that meets all regulatory requirements and improves the ability of health plan membership to secure culturally competent care.
Achievement of health equity/community benefits performance guarantees, financial incentive, and regulatory requirements across all lines of business
- Successfully lead the development, execution and monitoring of the plan's community benefits programming and filing, ensuring that consensus is reached with leadership and impact to community is maximized.
- Achieve 100% compliance across all health equity financial incentives and performance guarantees using a mutually agreed upon project plan that includes responsible parties, resources needed, escalation plans and deliverable dates.
- Ability to successfully present the health plans' progress toward all performance guarantees and financial incentives to all levels of health plan and MGB leadership.
- Consult with business owners to ensure deliverables and due dates are clearly understood and met, barriers identified and removed, and escalation processes are in place when additional support is needed.
- Cultivate a strong working relationship with the MGB Office of Community Health, and leverage opportunities to implement projects that have maximum reach to the communities at large.
Secure National Committee for Quality Assurance (NCQA) health equity accreditation
- Demonstrate an understanding of the NCQA health equity standards and how each line of business can meet these standards by the agreed upon deliverable dates.
- In collaboration with the Director of Quality and Accreditation, execute a companywide workplan that outlines the steps taken to achieve accreditation, as well as the needed business owners, executive owners, and deliverable dates.
- Provide ongoing NCQA health equity education and training to health plan staff.
Manage staff and promote positive culture in Clinical department.
- Oversee a team of diverse staff that includes leaders, individual contributors, technical and non-technical staff.
- Recruit and retain high performing team members.
- Ensure resources are deployed to highest value functions.
- Establish and meet internal key performance indicators.
- Encourage and facilitate staff growth and development.
- Promote a team environment.
- Model and promote effective change management techniques.
- Implement and standardize best practices such as process maps, root cause analysis, and Lean methodologies.
Increase integration between Mass General Plan and delivery system.
- Establish positive relationships with delivery system leaders.
- Enhance credibility of Plan
- Develop service levels, key performance indicators and targets for individual and shared activities.
- Promote a seamless experience for our members.
- Identify, share, and implement best practices.
- Leverage unique skills and strengths within each area.
- Build efficiencies between teams.
Foster collaborative relationships with customers and stakeholders
- Provide leadership and oversight in a way that promotes a supportive, respectful environment.
- Develop effective relationships with leaders and staff in the Health Plan and with Population Health Management
- Present ideas, updates, findings, reports, recommendations, data, and analysis to various audiences to build consensus on clinical initiatives.

Qualifications:
Required:
- Bachelor's Degree
- 5-7 years of health equity/community benefits experience in a health care setting, preferably within a health plan and/or insurance industry
- 5-7 years of exceptional project/program management experience
- Strong stakeholder engagement skills with the ability to influence without positional authority.
- Demonstrated ability to build strong relationships, influence and collaborate effectively across all levels of the organization, across functions and across cultural dimensions.
Preferred/Desired:
- 3-5 years of health insurance or managed care experience
- 3-5 years experience managing health equity/community benefits programs in the Medicaid/Medicare space.
