The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise-level IT services and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive data and digital services to 40,000 internal stakeholders plus the residents, businesses, and visitors to the Commonwealth of Massachusetts. The Massachusetts Data Office (MDO), a division of EOTSS, is the central data office for the Commonwealth and operates under the leadership of the Chief Data Officer. The MDO establishes data procedures and policies, streamlines data systems, facilitates data sharing among state agencies and the public, and drives innovation in enterprise-wide data management and analytics.
About this role
The Chief Data Officer (CDO) is a member of the EOTSS C-suite with primary enterprise accountability for the creation and management of the state’s data and analytics strategy, including related policies, standards, practices, and programs. In this role, you will establish, lead, and operate the data and analytics function; manage data-enabling services and programs; build trust for data sharing and data use; partner with state agencies to achieve data priorities that improve the resident experience; develop talent and mature data and analytics culture across state government; and evolve technology capabilities and innovation in analytics. You will focus on driving measurable business outcomes for EOTSS, our partner agencies, and the residents of Massachusetts. This position is a full-time opportunity. The work schedule for this position is Monday through Friday, 9 : 00AM to 5 : 00PM EST, in a hybrid remote arrangement with at least 2 days per week—more as needed—spent at the primary work location : One Ashburton Place, Boston, Massachusetts 02108. Applicants should be located within a reasonable commuting distance from the primary work location.

Enable enterprise data priorities through internal and cross-secretariat collaboration :

Develop and oversee programmatic delivery models, methods, and practices for the creation of data products and to ensure consistent application and use of data and analytics solutions :
Foster the creation of a data-driven culture, related competencies, and data literacy across the enterprise :

Minimum Entrance Requirements :
Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in IT administration or IT management, of which (B) at least four (4) years must have been in a managerial capacity.
