Description :

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air, land, and water. Our work impacts every aspect of people's lives and is critical to the health and wellbeing of our residents and visitors. MassDEP is the lead agency for safe management of toxics and hazardous materials, promotion of waste reduction and recycling, preservation of the state's wetlands and coastal resources, air quality monitoring and pollution reduction, and so much more.

The Director of the Fiscal Management Division (FMD) is part of the senior management team for the MassDEP and directs and manages a major operation within the MassDEP Finance Group by establishing priorities, monitoring expenditures, developing and implementing long-term fiscal plans, and modifying procedures. They also manage the day-to-day functions of the division, with a focus on personnel matters within the division as further detailed below. This role is the lead on the implementation of fiscal systems (i.e. MMARS, BEST / Adv4, COMMBUYS, Accela, Financial Dashboard, etc.).

The director’s role in the Fiscal Management Division involves the direct supervision of the following operational programs or units :

  • Accounting and Procurement;
  • Revenue Unit;
  • Ability to Pay and Federal Cost Allocation Plan;
  • Financial Assurance Mechanisms;
  • Federal Grants Analysis and Accounts Payable.

In addition, under the delegated signatory authorization by the MassDEP Commissioner, the director is charged with reviewing and approving (hard copy and electronically) all procurement transactions of goods and services through the state financial systems (i.e. CT, GAE, PC, IET, IE) and to ensure that procurement compliance is maintained and enforced throughout the Department.

The role also provides management control over the Department Dynacash and the Federal Receipt Account, as well as participates in specific departmental info-tech initiatives related to enhancing the operation of the Fiscal Management Division (i.e. new batch processing design, finance dashboard).

The FMD director also functions as the acting Chief Financial Officer when the CFO is out of the office or otherwise unavailable, which includes approving or signing off on documents and matters on behalf of the CFO.

Each of the tasks listed above supports the operation of the Finance Team and in particular the very core mission of the department. The FMD Manager warrants that MassDEP fiscal program efforts are consistent and in compliance with state and federal statutes, agreements, and policies regarding accounting, procurement, federal grant management, and tax and non-tax revenues.

MINIMUM ENTRANCE REQUIREMENTS :

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in : Financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results). Of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions :

  • A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  • A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
  • A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
  • A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
