Incumbents of position will directly supervise and support a team of staff members who will be working in MassHire Career Centers throughout the Commonwealth. The incumbent’s team will be responsible for interviewing customers for unemployment insurance programs; explaining program policies and procedures to customers; referring customers to other agency programs; reviewing customer data and providing customer assistance; and performing related work as required.

The incumbent will provide technical assistance and guidance to staff on fact-finding, the resolution of nonmonetary issues and the claims filing process. Interpret and explain relevant laws, regulations, policies and procedures as required to ensure effective operations and compliance with existing established procedures. In addition, the incumbent will be tasked with continuously monitoring the efficacy of the Program Integration unit and will be responsible for developing tracking and writing reports to be shared with executive leadership within the Department of Unemployment Assistance and the Executive Office of Labor & Workforce Development.

This position requires a combination of telework, field work and time in the office. Incumbent must be familiar with and comfortable using various web-based applications as required to perform their duties while teleworking, in the office and / or out in the field. This position requires travel throughout the Commonwealth. All applicants must have a current driver’s license and reliable transportation.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES :

  • Coordinates, monitors, oversees, and assigns program activities in order to ensure effective operations and compliance with established protocols.
  • Reviews and analyzes data concerning assigned agency programs in order to determine progress and effectiveness, to make recommendations for changes in procedures, guidelines, etc., and to devise methods of accomplishing program objectives.
  • Provides technical assistance and advice to agency personnel and others concerning assigned programs in order to exchange information, to resolve problems and to ensure compliance with established policies, procedures and standards.
  • Responds to inquiries from agency staff and others in order to provide information concerning assigned programs, to resolve problems and to ensure compliance with established policies, procedures and standards.
  • Maintains liaisons with various agencies (private, local, state, federal and others) in order to exchange information and / or resolve problems.
  • Performs related duties such as attending meetings and conferences, maintaining records, and preparing reports.
  • Provides on-the-job training and orientation for employees.
  • Develops and implements procedures and guidelines to accomplish assigned agency program objectives and goals.
  • Reviews reports, memoranda, etc., for completeness, accuracy, and content.
  • Confers with management, staff, and other agency personnel in order to determine program requirements and availability of resources to develop the criteria and standards for program evaluation.
  • Develops and implements standards to be used in program monitoring and / or evaluation.
  • Oversees and monitors activities of the assigned unit.
  • Confers with management staff and others in order to provide information concerning program implementation, evaluation and monitoring and to define the purpose and scope of proposed programs.
  • Evaluates program activities in order to determine progress and effectiveness and make recommendations concerning changes as needed.
  • Work with the Director of Benefit Performance in the development of corrective action plans and, when necessary, progressive discipline.

MINIMUM ENTRANCE REQUIREMENTS : Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and / or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions :

  • A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.
  • A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.
  • A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
  • NOTE : No substitutions will be permitted for the required (B) experience.
