Position Summary
The Massachusetts Executive Office of Public Safety and Security (EOPSS) is responsible for the policy development and budgetary oversight of its secretariat agencies, independent programs, and several boards which aid in crime prevention, homeland security preparedness, and ensuring the safety of residents and visitors in the Commonwealth of Massachusetts. In addition, EOPSS maintains Massachusetts' link with national public safety bodies, such as the FBI and the International Justice and Public Safety Network. EOPSS provides oversight and development for the Commonwealth's agencies, boards, and commissions.
EOPSS is seeking to hire a Solutions Architect to join the EOPSS Technology Office and assist with long term strategic design and tactical implementation of critical systems across a majority of EOPSS internal and client-facing applications. The Solutions Architect will be responsible for providing architectural and technical solutions and work on upgrading and modernizing various solutions that fall within the purview of the Executive Office of Public Safety and Security. The incumbent will also collaborate with business stakeholders, application development teams, and agency heads from multiple EOPSS agencies to implement standards and guidelines across the organization.
The primary work location for this role will be at Milford, Massachusetts. This position will follow a hybrid model of reporting that combines in-office workdays and work from home days. This position is expected to perform occasional after hours support as authorized and required.
Duties and Responsibilities :
- Responsible for establishing IT Architecture practices, and the adoption of an architecture and standards methodology.
- Collaborate with business stakeholders, application development teams, technical teams from multiple EOPSS agencies to define, architect, and implement standards-based solutions that are scalable, resilient with perform well while fulfilling business requirements and meeting the agencies' security guidelines.
- Develop and maintain technical and architectural roadmaps that outline the organizations long-term technical strategy and portfolios for IT system architecture including the journey to cloud.
- Manage activities during technical discovery, solution design, and solution implementation.
- Architect solutions for new and more dynamic environments with Agile, DevOps, containers, microservices, stateless architectures, and APIs.
- Analyze applications from a technology context for consolidation and suggests solutions to integrate current systems, recommending potential options, conducting POC where applicable, selecting the most optimal option, and the development of a clear path to the selected solution.
- Communicate the architecture to the stakeholders, collaborate and coordinate with existing domain experts in the formalization and adoption of IT standards and procedures.
- Partner with application owners and leaders to address business and technical issues involved in deploying, governing, and maintaining IT systems.
- Work closely with project managers to ensure that projects are delivered on time and on budget.
- Create and / or update standards guidelines of current technology solutions.
- Influences changes to standards when necessary.
- Provide leadership on all technical conversations between various teams to proactively resolve issues with applications, performance, infrastructure, and configurations. Serving as a final escalation point for high level architectural issues and ensure accurate documentation is maintained.
- Work seamlessly with architects from vendors and agencies to help peer review solution designs.
- Identify and recommend appropriate upgrades, replacements, or decommissioning options to improve productivity, usability, and total cost of ownership.
- Provides analysis of current state of security and recommend solutions to improve overall security posture of the organization.

Minimum Entrance Requirements :
Applicants must have (A) at least four (4) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions :
I. An Associate's degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor's degree or higher in a related field may substitute for two (2) years of the required experience.
III. A Master's degree or higher in a related field may substitute for three (3) years of the required experience.
