Position SummaryMassDOT’s Office of Transportation Planning (OTP) seeks to hire two transportation program planners for the Environmental, Social, and Governance (ESG) team within OTP. These positions will support the ESG Manager, as well as work with other individuals in OTP and across MassDOT. The ESG team will be responsible for developing projects and resources that seek to advance transportation equity in the Commonwealth. The ESG team will also be responsible for overseeing the data collection and reporting duties related to the agency’s climate activities per the recommendations issued by the Office of Climate Innovation and Resilience .These roles are responsible for generating resources that inform the advancement of transportation equity efforts undertaken by MassDOT, both with respect to outcomes associated with specific projects as well as enhancing the agency’s treatment and consideration of equity and mobility justice throughout the transportation planning process. Initiatives will include both those specifically requested within the organization and those self-generated within OTP and the ESG group.To meet these responsibilities, the ESG team will carry out projects involving mixed-methods research and data analysis from a variety of sources. Projects will include research design and project scoping; data collection, cleaning, and assessment; qualitative, quantitative, and spatial data analysis; and data visualization and reporting via a variety of means including but not limited to web-based dashboards, written documents, and presentations. Some specific projects already underway and upcoming are listed below, but the work undertaken by the ESG group may include any efforts that support coordination, collaboration, and consistency across the agency, especially with respect to how MassDOT meets its equity goals as clarified in Beyond Mobility .Duties and ResponsibilitiesUpdate and maintain several of MassDOT’s GIS data layers and public-facing dashboards, including but not limited to the MassDOT Transportation Equity Atlas ; the Access to Jobs dashboard ; and the RTA Service Coverage Tool .Conduct analytical and research work related to the above data and beyond, via written case studies and issue briefs, and via web-based tools and dashboards.Provide project management support and assistance to various planning studies related to transportation equity and mobility justice.Develop scopes of work for new projects and identify areas of collaboration with stakeholders on specific issues or resources.Contribute to the development of the broad transportation equity platform at MassDOT, including disseminating recent achievements, resources, and best practices to stakeholders and partners.Support MassDOT’s Climate PMO consultant team, responsible for advising on a monitoring and reporting framework for surveilling progress against the specific actions required of MassDOT per the OICR report.Monitor the activities of program participants to ensure conformance with established standards and compliance with applicable laws, rules, and regulations.Evaluate program activities to determine progress and effectiveness and to make appropriate recommendations concerning program activities.Recommend the methods to be used and procedures to be followed for program monitoring and evaluation.Preferred QualificationsData AnalysisFamiliarity and experience with GIS data and tools, preferably ESRI platforms.Comfortable undertaking and reviewing quantitative and qualitative data collected across a variety of sources.Able to assemble, organize, and manipulate data for meaningful analysis via tools such as Microsoft Excel, SPSS, Stata, R, Python.Communication and TeamworkAble to draft substantive reports, memos, briefings, and slide decks and deliver succinct verbal briefings.Comfortable interacting with stakeholders with diverse perspectives on transportation issues.Able to work in a team and navigate working across all levels of a large complex organization.Organization and Project ManagementTake a proactive and organized approach to planning and structuring work.Able to manage time effectively, working on urgent tasks while carrying out long-term projects.Unit E Sign-On BonusThis position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT.
