The Special Services Manager ensures the day-to-day provision of optimum levels of service to the Champaign-Urbana area and Champaign County through planning and monitoring of the MTD Access (paratransit service), MTD Connect (on-demand services), C-CARTS (rural transit service), personnel management, and policy changes using available data.

Education Requirements
A bachelor's degree or equivalent work experience in public administration, transportation, urban planning, business management, or a related field is required.
Experience Requirements
- A minimum of three years of progressively responsible work experience, preferably in a planning or transportation organization, is required.
- Hold a valid State of Illinois Driver’s License.
- Knowledge of the Americans with Disabilities Act of 1990 (ADA).
Responsibilities
- Plans and implements service in accordance with current ADA legislation, MTD, and C-CARTS policies
- Manages annual budgets, contracts, service development, and day-to-day operations of demand response services
- Monitors daily performance of services through review of daily logs and consultation with Staff, Operators, Supervisors, and Information Assistants
- Acts as a first line Supervisor through Operator/Dispatcher meetings, review and investigation of daily and monthly reports, customer feedback, relevant video, and staff meetings
- Performs personnel, payroll, and disciplinary functions in accordance with recognized operating policies, rules, and directives
- Integrates procedures and training into MTD2071 to ensure consistent service implementation
- Monitors and advises for optimum staffing and assists in hiring process
- Works with the Tech Services and Maintenance Departments to manage the Operational technologies used, including service management software and camera system
- Participates in joint management/employee committee meetings, providing information on standard operating procedures, and ensures compliance with the Employee Handbook
- Identifies programs and outreach opportunities to support paratransit/rural transit operations and encourage passengers to utilize fixed-route service (e.g. travel training)
- Supports the Web Accessibility Coordinator, as a resource for addressing accessibility concerns, as well as receives ongoing accessibility training to ensure preservation of accessible service design and customer information
- Represents C-CARTS at Champaign County’s Rural Transit Advisory Group (RTAG) meetings

Work Hours
Work shifts vary from day to night, as needed. MTD operates seven days a week, including weekends and holidays, and this position may require some work outside of traditional business hours.

The physical demands of this position vary based on the essential functions performed.
When performing office duties, the exertion level required for this position is considered medium work. Physical requirements include stooping, bending, standing, squatting/crouching, pushing/pulling, and reaching above shoulders. While performing the duties of this job, employees are often required to sit, with regular periods of walking and standing; ability to climb and descend flights of stairs; talk or hear, both in person and by telephone; use hands repetitively to finger, handle, feel or operate standard office equipment; reach with hands and arms; use vision to read printed materials and a computer screen; and exert up to 50 lbs. of force occasionally or a up to 20 lbs. of force frequently to lift, carry, push, pull, or otherwise move objects.
When performing managerial or supervisory duties, the employee must be able to perform the following functions:
- Ability to sit without discomfort for prolonged periods of time on a variety of driver’s seats and office chairs in different settings.
- Ability to stand for long periods of time both on the ground and on a moving vehicle to monitor driver behavior.
- Fit safely behind the steering wheel in such a manner that a safe clearance exists between the abdomen and the steering wheel.
- Fit in the driver’s seat to safely operate the accelerator, brake pedals and floor signal switches
- Constant and repetitive use of hands, arms, and fingers to grasp and push steering wheel and controls.
- Turn head up to 180 degrees in either direction on a regular and frequent basis.
- Walk and climb/descend steps to enter and exit a District vehicle.
- Ability to load and unload special needs passengers.
- Operate the various securement mechanisms to secure a wheelchair on a District vehicle.
- Occasionally crouch, kneel, and bend.
- Position requires ability to talk and hear; use vision to read printed materials, signs, and monitor traffic, and dexterity to use equipment properly.
- The exertion level for this position is considered medium work. Exert up to 50 lbs of force occasionally, and/or up to 20 lbs of force frequently, and or a negligible amount of force to lift, carry, push, pull, or otherwise move objects constantly.
Work Environment
The work environment involves exposure to conditions generally found in an office setting in a shared workspace. The noise level is quiet to moderate. There are frequent interruptions to this position’s workflow and there is an expectation to hold and attend meetings on a regular basis. This position is predominantly located in one office building, but the position will sometimes require an employee to visit other locations to meet with employees or attend training and meetings, including the Illinois Terminal, Administrative Office Building, Maintenance Garage, or other off-site locations. Occasionally, the employee may need to work outdoors in inclement weather.

Salary: $67,000 – $75,000/per year. Salary is commensurate with experience and education.
