The Building Decarbonization Program Manager will design and implement programs to equitably support building owners in decarbonizing their properties, delivering benefits to owners, tenants, and occupants, with a particular focus on serving under-resourced building owners and buildings in environmental justice neighborhoods. The Program Manager will develop a vision for the Retrofit Resource Hub, providing strategic and technical oversight on both resources and programming offered through the Hub for small and large buildings. This technical expert will have experience in equitable program design, experience with financing construction and retrofit projects, and efficient building design and systems, including electrification, weatherization, and renewable energy. The Program Manager will lead initiatives to support the decarbonization of smaller buildings with support for small businesses, renters, and residents. They will also collaborate closely with the BERDO Program Manager to ensure that buildings subject to the Building Emissions Reduction and Disclosure Ordinance (BERDO) are able to access technical and financial decarbonization guidance and support. The Building Decarbonization Program Manager will report to the Director of Carbon Neutrality and will directly supervise a team.

Background :

Mayor Wu's administration is committed to a Green New Deal for Boston, by reducing planet-warming pollution while creating economic opportunities for everyone, especially those from environmental justice communities who often suffer the worst impacts of climate change. The Carbon Neutrality team in the Environment Department works to implement building decarbonization policies and programs including the Building Emissions Reduction and Disclosure Ordinance (BERDO 2.0), which sets carbon targets for medium- and large-sized buildings across Boston to achieve net-zero emissions by 2050, and the Retrofit Resource Hub, which provides technical and financial resources to building owners and tenants.

Job Duties / Responsibilities :

  • Develop and update a vision and strategic plan for the Retrofit Resource Hub.
  • Identify, develop, implement and evaluate projects and programs to advance energy efficiency and emissions reduction in Boston buildings of all sizes and use types.
  • Directly manage projects and supervise staff in implementing projects to support building decarbonization. Recruit, train and manage direct-reporting staff for the Retrofit Resource Hub and to execute related building decarbonization projects.
  • Engage with individuals, small and large businesses, and institutions to provide decarbonization assistance and to inform design of building decarbonization programs and projects.
  • Identify challenges with building decarbonization and develop strategies to reduce those obstacles.
  • Connect building owners to funding and financing opportunities for decarbonization retrofits. Stay current with Mass Save and other incentive programs and engage in opportunities to improve program offerings and design.
  • Engage with Mass Clean Energy Center, DOER, Massachusetts Community Climate Bank, the Massachusetts Energy Efficiency Advisory Council, ABCD and other agencies to advance building decarbonization initiatives.
  • Serve as a technical expert on building decarbonization for the Environment Department and provide technical support to buildings in the Environment Department and other City of Boston departments.
  • Work to ensure long-term sustainability and success of the Retrofit Resource Hub by identifying additional funding, staffing, and technical assistance needs.
  • Apply for and manage grants, including federal grants.
  • Engage with peer cities to bring best practices on building decarbonization to Boston.
  • Develop relationships with local and national organizations that provide technical assistance and funding to building owners.
  • Manage procurement processes to secure goods and services as required to support the City’s sustainability goals and programs.
  • Build strong, collaborative partnerships with business, institutional, non-profit, neighborhood groups and resident associations to ensure that all parts of the Boston community, and especially the most vulnerable members of the community, have the support and resources necessary to reduce their emissions, increase efficiency and access to renewable energy.
  • Perform related work as required.

Qualifications :

  • Five (5) years of full-time or equivalent part-time experience in engineering, building science, architecture, real estate, or a related field and at least one (1) year of management experience. Additional experience preferred.
  • A bachelor's degree is required.
  • A master’s degree in engineering, building science, architecture, real estate, or a related field is strongly preferred and may be substituted for three (3) years of the required experience. Management experience may not be substituted.
  • Direct experience with advanced building decarbonization practices. Direct experience designing and implementing projects in buildings is strongly preferred.
  • Ability to vision, design, execute, and implement projects that advance a broader goal.
  • Familiarity with real estate, capital planning, and construction financing.
  • Familiarity with greenhouse gas emissions accounting.
  • Strong communication skills, with ability to write about and present complex policies, research, and ideas in a clear and concise manner.
  • Energy, creativity, and entrepreneurship.
  • Demonstrated passion and commitment to public leadership on environmental justice and commitment to city leadership on climate and equity.
  • Demonstrated experience tackling complex problems with creative, effective solutions in a fast-paced work environment.
  • Willingness to practice accessible, responsive, community-engaged leadership for residents of City of Boston.
  • Highly organized, with the ability to simultaneously handle many tasks, organize complex projects, and meet deadlines.
  • Outstanding interpersonal skills with the ability to work with diverse interests and backgrounds.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Commitment to advancing social justice and equity in the City of Boston to improve the lives of all residents. Knowledge of climate change, with a particular understanding of its connection to racial equity, climate justice, and the resident and community health implications, preferred.
  • Experience with Microsoft Office and Google Suite required.
  • Experience working with municipalities is preferred.
