What are the responsibilities and job description for the Project Manager, Primary Care Access, Delivery, and Payment position at Massachusetts Health Policy Commission?
The Massachusetts Health Policy Commission (HPC) seeks a Project Manager to support the work of the Commonwealth's new Primary Care Access, Delivery, and Payment Task Force (PCTF). In partnership with the Executive Office of Health and Human Services (EOHHS), the HPC will co-chair this 25-member task force charged with studying and making recommendations to improve primary care access, delivery, and financial sustainability in the Commonwealth, pursuant to Chapter 343 of the Acts of 2024. The PCTF will issue recommendations related to standardized practices for data collection, a primary care spending target for public and private payers in Massachusetts, payment models to increase reimbursement for primary care services, health plan design impacts on health equity and patient access, opportunities to improve service delivery to residents of the Commonwealth, and primary care workforce development.
Reporting to the HPC's Chief of Staff, the Project Manager will be responsible for managing all administrative functions of the PCTF, including supporting the membership, planning and facilitating the operations of meetings, managing outreach to external stakeholders and interagency partners, and coordinating with other HPC departments. The Project Manager will utilize their strong policy expertise to play an essential role, serving as the primary point of contact for all task force members and working to advance key task force objectives and goals. The Project Manager may provide additional support for other Chief of Staff department functions and responsibilities as needed.
Duties of the position may include, but are not limited to :
- Drafting communications to task force members and serving as the primary point of contact for members on all matters;
- Scheduling meetings of the task force and its working groups, overseeing meeting execution, including agenda planning and meeting operations, drafting meeting materials including presentations and talking points, and producing meeting minutes;
- Maintaining a detailed work plan for the task force, tracking deliverables and deadlines;
- Advising on policy areas related to the work of the task force, including primary care delivery, workforce issues, and payment reform;
- Coordinating internally with staff from EOHHS and the HPC, and with other external partners and state agencies;
- Crafting external communications including press, social media, and website content; and
- Preparing regular updates and support for the co-chairs.
The HPC operates a hybrid work schedule, with employees splitting their time between the downtown Boston office and remote work.

Compensation and Benefits
Salary Range
80,000-$110,000
Salary is commensurate with experience. The HPC may adjust title, responsibilities, and salary depending on the experience and expertise of the individual selected.
