Job Summary :
This Project Manager 2- Accelerated Repair Program position is a member of the MSBA's Construction Administration Team that manages MSBA-funded capital projects from schematic design through bidding, contract award, construction, commissioning, and project close-out. This is a new position which includes a focus on implementing heat pump conversion and building envelope projects under the Accelerated Repair Program (ARP).
The Project Manager 2 works with a motivated team reporting to the Senior Project Manager for the Accelerated Repair Program (ARP). The Project Manager 2 independently reviews design submittals and Project Funding Agreement amendments for conformance with MSBA policies, agreements and practices. The Project Manager 2 also reviews, verifies for accuracy and recommends for eligibility district submittals including reimbursement applications, change orders and budget revisions.
The Project Manager 2 collaborates with the Senior Project Manager and Project Managers to develop and track the processes of the Accelerated Repair Program, including scope adherence, budget monitoring, and consultant procurement. The Project Manager 2 will focus on heat pump conversion and building envelope projects from schematic design, design development, construction and final audit. The position works directly with public school districts and consultants as part of a MSBA team.
Essential Functions & Responsibilities
- Monitor schedules, budgets, and scope for projects to ensure compliance with MSBA guidelines and funding agreements, and to track construction progress.
- Report on changes to schematic design options presented by designers to individual districts through design development and bidding phases, process budget revisions, and review project cash flow for accuracy and variances.
- Review cost estimates with schematic design submittals to establish the grant for projects.
- Prepare and review change order documentation including recommendation of change order eligibility on projects based on MSBA policy.
- Review monthly project reports to understand submittal status, contract compliance, and construction progress, identify variances and necessary actions, and address with the Owner's Project Manager (OPM) as needed.
- Lead in project meetings addressing project status, funding agreements, amendments, project phase transitions, design development, construction kick-off, project deliverables and change orders.
- Review and approve monthly reimbursement applications through final audit and prepare recommendations for approval of final grant payment.
- Review design development and construction documents to prepare and issue review comments for projects, identifying any variances to the agreed upon scope identified in the funding agreement.
- Review commissioning consultant reports and invoicing to identify issues and prepare necessary status of work summaries.
- Collaborate with the project team to develop a schedule for the timely submittal of all final documents required for final audit of projects. Coordinate with the project team to resolve any outstanding items required and reconcile and approve the final payment.
- Lead on specific initiatives assigned by the Senior Project Manager that improve MSBA processes and implement best practices for ARP projects.
- Manage specialty areas including budget revisions, closeout, review comments, cost data publication, monthly reports and commissioning.
- Collaborate with the project team to review and make recommendations to improve MSBA processes and inform best practices for school construction.
- Participate in the preparation, coordination, and presentation of materials required for MSBA subcommittees, procurement committees, roundtables and Board of Director Meetings.
- May assist in the development and delivery of MSBA training and outreach presentations and / or publications.
