PURPOSE

This position is responsible for supervising the district engineering group, which provides the engineering required to extend, improve, and maintain the Association’s electric distribution system.

ESSENTIAL FUNCTIONS OF THE POSITION

A Manager I performs the below functions with the mentorship of direct supervisor.

A Manager II meets all the requirements of a Manager I and masters all functions below.

1. Responsible for the Big Lake, Eagle River, and Palmer district Distribution Engineering activities. The position will oversee the supervisor(s), Engineering Technicians, and Coordinators. Activities include establishing and ensuring technical and procedural standards are met for the department, planning, and monitoring workloads, developing and monitoring annual goals and budgets for the department, and ensures the necessary resources and training are in place for the department.

2. Develops, reviews, and approves workflow processes, guides, and standards for the department.

3. Reviews and approves work order designs produced by Engineering Technicians and consultants.

4. Manages the development and work of assigned engineering personnel and communicates Association management policies, tariff, directives, and goals to employees.

5. Evaluates, encourages, and coaches employees.

6. Responds to complaints from community at large, members, etc. May advise on Association tariffs, policies and applicable design and code requirements. Responds to related requests in a timely manner.

7. May recommend / implement disciplinary action as outlined in Association policies and collective bargaining agreements. Applies and follows the terms of applicable collective bargaining agreements.

8. Reviews and approves time sheets of assigned personnel.

9. Manages new subdivision activity including coordination of developers, engineers, and contractors; design review; agreement preparation; project closeout; and other activities necessary to comply with the subdivision agreements.

10. Conducts field meetings with residential customers, commercial developers, engineers, and builders.

11. Participates in the interview and selection of job applicants when necessary.

12. Coordinates project construction and inspection and reviews inspections for construction acceptance. May inspect overhead and underground distribution construction to ensure compliance with the Association’s standards.

13. Assists in studies and preparation of customer communication including construction and tariff policies related to distribution systems, improvements, and recommends appropriate corrective measures.

14. Manages service and construction contracts related to the design and construction of distribution facilities.

15. Develops and tracks an annual budget for the department.

16. Prepares correspondence as necessary for the Association’s Power Delivery Division.

17. Develop and implement training as necessary for the department.

18. Analyzes processes and procedures and recommends improvements to efficiently complete work assignments to Engineering Technicians, Engineering Coordinators, and consultants.

19. Promotes a safety culture in which safety is a value. This culture is based on joint and individual engagement, ownership, and accountability regarding job safety and responsibility to perform work safely and adhere to safe work practices.

20. Performs the essential functions of the position in a safe and efficient manner.

ESSENTIAL POSITION REQUIREMENTS

Manager I

Qualified candidates for this position are required to have :

  • A bachelor’s degree in engineering, project management, or equivalent relevant experience.
  • Five (5) years of relevant electric utility experience in design, inspection, or construction.
  • A valid driver’s license and a driving record, which is acceptable by the Association’s Driving Policy and insurable by the Association and the Association’s insurance carrier at standard group rates.

Preference may be given to candidates with :

  • Two (2) years supervisory and / or management experience.
  • Extensive experience with iVUE’s CIS and ABS modules.
  • Alaska Professional Engineering License or obtain within one (1) year of hire.
  • Proficiency with RUS construction specifications.
  • Prior experience administering and interpreting collective bargaining agreements.
  • Manager II

    Qualified candidates for this position are required to have :

  • A bachelor’s degree in engineering, project management, or equivalent relevant experience.
  • Seven (7) years of relevant electric utility experience in design, inspection, or construction.
  • Three (3) years of supervision and / or management experience.
  • Alaska Professional Engineering License.
  • A valid driver’s license and a driving record, which is acceptable by the Association’s Driving Policy and insurable by the Association and the Association’s insurance carrier at standard group rates.
  • Preference may be given to candidates with :

  • Extensive experience with iVUE’s CIS and ABS modules.
  • Proficiency with RUS construction specifications.
  • Prior experience administering and interpreting collective bargaining agreements.
  • KNOWLEDGE, SKILLS AND ABILITIES

  • Current knowledge of computers in a Windows environment and MS office suite.
  • Knowledge of iVUE software and workflow development and implementation.
  • Knowledge of electronic relaying, metering, electronic schematic, and wiring diagrams.
  • Knowledge and skill in project management.
  • Advance skill in collaborative leadership and organizational management.
  • Advance skill in relationship building.
  • Skill in effectively communicating and resolving issues with a diverse audience.
  • Skill in developing solutions innovatively and creatively, to given assignments.
  • Skill in mathematical development sufficient to be able to use a high level of mathematics, exponents, logarithms, linear equations, and quadratic equations.
  • Skill in effective and professional verbal and written communication.
  • Advance ability in solving problems in a thorough and logical manner.
  • Ability to direct all engineering phases of distribution system design, construction, and inspection.
  • Ability to lead the corrective action and continuous improvement processes.
  • Ability to drive problem-solving, decision-making and accountability within team.
  • Ability to translate engineering knowledge into sound, economical design.
