Position Summary
The Program Manager is responsible for the daily operations of the Engagement Advocates within the CES Department. The Program Manager leads a team of Community Engagement Advocates to support agency goals including increased awareness of MCC programs and services through community outreach, continuous program enrollment, providing health, child development, and parenting resources within communities, and sustaining relationships with community partners. This position requires in-person work within the community and non-traditional hours are required to meet the department's needs.

Essential Functions
Administrative
- Adheres to MCC’s Standard Operating Procedures (SOP) and CES’ policies and procedures to ensure compliance with agency and program standards
- Performs quality assurance activities including monitoring community outreach, timely processing of referrals, and referral outcome statuses using MCC data management systems (ETO and Microsoft Sharepoint)
- Completes department reports as required in adherence with agency and/or funder requirements
- Supports with identifying community needs based off community trends and referral requests
- Meets with supervisor regularly to report on and discuss work.
- Develops and implements outreach plans to support agency goals (enrollment, engagement, education)
- Coordinates and/or attends outreach events, provider meetings, health fairs, and represents MCC as requested by the Director.
- Conducts health promotion activities by disseminating educational literature and distributing disease prevention materials including condoms.
- Creates and maintains an inclusive, healthy, and supportive work environment.
- Provides bi-weekly reflective supervision to Community Engagement Advocates.
- Facilitates team meetings at least monthly.
- Conducts 2 observations per Advocate per role (Community Outreach)
- Recruits, hires, and supervises up to seven (7) staff.
- Participates and facilitates staff training and provides input on overall staff training needs for department training plan.
- Conducts timely performance evaluations with staff.
- Alignment with MCC’s mission, goals, and objectives and ability to work independently with a high level of energy and contribute as part of a larger team.
- Knowledge of the concepts and practices associated with community health issues, particularly with pregnant people, prenatal care, reproductive health, parenting and other services for caregivers, young children, and their families.
- Ability to travel in and around all MCC services areas (Berks, Bucks, Chester, Delaware, Lehigh, Montgomery, Northampton, Philadelphia Counties and the state of Delaware) to conduct community outreach and attend meetings.
- Strong interpersonal skills as demonstrated by compassionate, courteous, cooperative, and interaction with diverse groups of co-workers, community partners, families, and community members.
- Ability to operate a computer and use a variety of common software programs including Microsoft Office, and customized databases.
- Ability to organize tasks in an efficient manner and follow-up and follow-through with strong attention to detail.
- Bachelor’s degree in Social Work, Public Health, Human Services or related field required;
- 2 years’ experience providing direct services in a community outreach setting preferred
- Experience working with maternal and child health issues preferred
- Valid driver’s license and experience is required.
