We are seeking a highly motivated person to join our team as an IT Program Manager in the Delivery Management practice in Health Solutions Insights. As an IT Program Manager, you will lead teams and deliver solutions that address our clients’ pressing policy and business challenges, such as how to leverage vast amounts of data, implement reporting systems to monitor program performance or how to assess and improve the quality of data. The solutions are often data analytic in nature and include an information technology component. Solutions include web applications such as reports and dashboards, data collection or reporting tools (may be web-based), and payment model tools.
IT Program Managers are project leaders who are responsible for overseeing and managing the work of cross-functional teams. IT Program Managers are expected to have excellent management skills and high technological literacy, including advanced knowledge of enterprise systems, software and experience managing through the Software Development Lifecycle. Our ideal candidate also possesses excellent communication and leadership skills, thrives working in collaborative team environments, is comfortable interacting with staff who have varying degrees of technical knowledge, has strong problem-solving skills, a drive to understand how things work, is comfortable working with varied stakeholders, creating consensus and learning quickly, and isn’t afraid to ask questions.
Position Requirements :
- Master’s degree in public policy, public administration, business, or related field; or commensurate experience in operations or management-oriented positions.
- Strong management skills, including ability to monitor costs on multimillion-dollar contracts, mentor staff, and oversee small teams to complete work within tight timelines without compromising on quality.
- Strong organizational skills and a high level of attention to detail; flexibility to manage multiple priorities, sometimes simultaneously, under deadlines.
- Excellent oral and written communication skills, for example the ability to write clear and concise technical documentation, and to communicate with clients diplomatically.
- Proven experience successfully using Jira or other similar tools to help manage projects and project teams.
- Strong analytic and problem-solving skills and ability to apply critical and creative thinking to identify solutions and respond to client requests in situations where guidance is unclear or absent.
- Professional experience as an IT Program / Project Manager and experience managing production systems.
- Experience with project management tools, such as Microsoft Project and Smartsheet
- Experience managing projects using the software development lifecycles and agile management.
- Experience with the scrum framework and with managing scrum teams.
- Certifications demonstrating management proficiency and expertise, such as Project Management Professional (PMP) or Certified Scrum Master (CSM), preferred.
Position Requirements :
This position offers an anticipated annual base salary range of $90,000 - $125,000.This position may be eligible for an annual bonus, based on company and individual performance.

Staff in our Health unit will eventually work with our largest client, Centers for Medicaid & Medicare Services (CMS). Most staff working on CMS contracts will be required to complete a successful background investigation including the Questionnaire for Public Trust Position SF-85. Staff that are unable to successfully undergo the background investigation will need to be able to obtain work outside CMS. Staff will work with their supervisor to get re-staffed, however if they are unable to do so it may result in employment termination due to lack of work.
