JOB SUMMARY/ACCOUNTABILITY:

The Family Community Engagement Assistant Manager is responsible for:

The effective assistance of the center-based Parent Committees, as needed for Elections and tracking of the center elections for the Policy Council. Collecting documentation to be presented to Policy Council and the Governing Body. Works with parents to identify their needs and provides services for broad segments of enrolled families, including the Fatherhood Initiative. Works with all content areas to ensure parent participation in center activities and training and alignment of these activities with the Head Start Program Performance Standards and the FCE Framework. Providing resources and support for the needs of children and families.

QUALIFICATIONS:

  • At least five years’ experience providing services to families.
  • Preferably a bachelor’s degree or certification in social work, human services, family services, counseling, or a related field.
  • Must be able to manage crisis situations.
  • Ability to work effectively with minimal daily supervision and guidance.
  • Strong working knowledge of Head Start Program Performance Standards and Michigan Childcare Licensing Regulations.
  • Effective in an environment of cultural diversity; comfortable in a collaborative, team-based work setting.
  • Proficient in Microsoft Office.
  • Reliable transportation is required.
  • Able to compile and analyze data to make effective recommendations and decisions.
  • Effective at problem solving, attentive to detail, organized, able to prioritize between multiple-tasks, flexible with changing priorities.
  • Create a monthly/quarterly parent newsletter.
  • Excellent verbal and written communication skills.

GENERAL RESPONSIBILITIES:

  • Collaborate with the Policy Council, Program Director, and FCE Manager to establish policies and procedures for the successful implementation of the Council, including conduct of meetings.
  • Meet with FCE Manager weekly.
  • Provide training to ensure council members understand the information they receive and can effectively oversee and participate in the program. Training must include the program performance standards and program eligibility.
  • Schedule and shepherd presentations for the council, to include ongoing monitoring results, budget updates, data on school readiness goals and child assessment, assessment of program goals, Children and Adult Care Feeding Program (CACFP) reports, self-assessment, and the annual report, among other requirements.
  • Assist Parent Committees in delivering their responsibilities, i.e., solicit their input in developing and implementing local program policies, activities, and services, and provide a process for communication between these local committees and the Policy Council.
  • Draft goals and objectives for the annual grant renewal application and monitor their completion.
  • Work with parents, conduct a needs assessment to provide resources and training that meets their needs.
  • Plan and implement special events for parents and families based on their needs, coordinate with other content staff. Participate in program events in support of different content areas.
  • Attend Monthly Center Meetings to encourage father engagement. Have, at minimum, quarterly fatherhood support/health/education groups (Café for Dads).
  • Support Abriendo Puertas/Opening Doors at centers where assistance is needed and assist with parent meeting funds.
  • Support other managers and associates in effectively implementing services for families.
  • Support Center Managers, Family Advocates and Teachers by ensuring Parent Committee and Policy Council activities are coordinated and offered monthly.
  • Coordinate a committee of fathers, plan and implement monthly Fatherhood Initiative meetings, quarterly activities, and training, and develop ways to recruit and retain fathers and keep them committed to the program.
  • Work with community initiatives to identify ways to engage men of different ages and backgrounds to support positive child and family outcomes.
  • Track and report on data collected from participation in events, activities, and training.
  • Assist in implementing a continuous monitoring and evaluation system of program activities to identify and meet families' needs.
  • Provide interpretation, translation, and multilingual resources so parents with limited English proficiency can fully participate in meeting administration and other activities.
  • Participate in recruitment of children for the program and assist in maintaining enrollment.
  • Maintain adequate safeguards for the privacy and confidentiality of information.
  • Complete the required documentation of relevant activities and submit records and reports promptly and accurately.
  • Stay abreast of current issues and trends by participating in grantee-sponsored training, center pre-service and in-service training, and other continuing education, career and professional development opportunities; read and review regulations and other resources.
  • Participate in and contribute to all case management, parent education planning, supervisory management team, and staff meetings. Attend interagency meetings, the agency's board meetings, Parent Committee and Policy Committee meetings, and other meetings, as appropriate.
  • Regularly review policies and procedures; revise and/or create policies and procedures as necessary.
  • Gather data through ongoing monitoring, analyze corrective and preventive actions, write and present reports, participate in annual Self-Assessment, and use outputs to inform planning and decisions.
  • Perform other duties as assigned.

WORKING AND ENVIRONMENTAL CONDITIONS:

Works in a normal office environment with usual pressures of managing personnel and dealing with time constraints. Because of multiple sites within the department and the need to meet with others within the community, it is common to drive to several locations, sometimes in inclement weather.

  • All Head Start employees must adhere to the federal regulations and requirements for Head Start operations including the Program Performance Standards, licensing regulations, and the NAEYC Code of Conduct
