Summary:

Under the general supervision of the Chief Executive Officer (CEO), the Project Supervisor is responsible for the program management of the County of Maui Early Childhood Resource Center and Literacy Program (ECRCLP).

The ECRCLP will provide essential resource information that helps stabilize families of young children in Maui County by increasing families’ knowledge of resources available to meet their needs while caring for their young children. The program aims to strengthen existing knowledge of early literacy resources and needs in Maui County by coordinating and tracking the implementation and progress of initiatives to support early childhood literacy development. Activities will engage both early childhood and early literacy community providers and partners in collaborative planning, shared resources, and collective professional development.

Essential Duties and Responsibilities:

The ECRCLP Program Supervisor will oversee the following program goals:

1. Early Literacy Development: Expand, coordinate, sustain early literacy initiatives, increase family literacy activities and access to quality age-appropriate books, and support professional development opportunities.

2. Access to Resources: Increase family engagement and knowledge by assisting families in navigating the early childhood system in Maui County, accessing community resources and supports necessary to gain economic stability and move toward self-sufficiency; offer referral services to access direct child care assistance, parent support, and education opportunities; and support families in gaining access to child care, food, and housing assistance.

3. Community Partnerships: Support collaborative partnerships to increase the understanding and coordination of Maui County’s early childhood system; foster collaboration among early childhood partners, convene regular meetings to align efforts, share resources, and develop strategies to enhance early childhood services; provide a space/hub to make a collective impact and address challenges in the County’s early childhood system; and provide networking and professional development, technical assistance, and support cross-sector partners to enhance the County’s early childhood system.

Regular Supervisory Duties and Responsibilities:

1. Supervise employees within the project (Project Specialists, and Project Assistant) - schedule and direct work, perform orientation and training, recommend personnel actions such as selection, evaluation, promotion, staffing, and disciplinary actions up to and including discharge within the guidelines of Equal Employment Opportunity and Affirmative Action.

2. Ensure that staff members have materials and training needed to perform all aspects of the work.

3. Prepare various administrative reports as needed by the agency. Monitor reports prepared by appropriate staff members and review Agreement to ensure compliance and timely submission of reports.

4. Attend staff meetings and participates in agency in-service training and other meetings as required.

5. Help to maintain work environment that provides maximum safety and health and encourages safety awareness among employees. Report unsafe conditions and injuries/illnesses and incidents in a timely manner and ensures that employees perform duties using safe work techniques and in accordance with Occupational Safety and Health Administration (OSHA) Standards health rules and sanitation standards.

6. All MFSS Staff: As a mandated Reporter, report all concerns of suspected Child Abuse and Neglect (CAN) to Supervisor and Child Welfare Services (CWS) Intake Services.

7. Perform other related duties as assigned.

Qualifications, Education, and Experience

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other qualifications listed below are needed to adequately fulfill essential job duties.   • Current and valid driver’s license.
  • Current and clean driver’s abstract.
  • Access to vehicle for daily use.
  • Current automobile insurance and safety inspection.
  • Current TB clearance.
  • Able to relate with sensitivity and respect to a diverse group of people.
  • Comfortable with statistical information.
  • Proficient use of computer and software applications.
  • Able to use all office equipment (copier, computers, phone, etc.).
  • Good written and verbal communication skills.
  • Must be responsible, flexible, organized and able to prioritize different tasks, and multi-task.

Education and/or Experience:

Required: Academic background in Early Childhood Education, Literacy and at least three (3) years of experience in ECE, literacy development, and working with diverse learners.

Preferably with experience in supervision of staff and able to provide technical assistance to participating partners, implement grant activities, monitor outcomes, and work collaboratively with the implementation team, local community partners, and statewide partners.

Job Type: Full-time

Pay: $50,581.65 - $63,984.92 per year
