Overview

Maven Group is seeking a Federal IT Portfolio Consultant to provide subject matter expertise, experience-driven knowledge of Federal IT Portfolio Management, including Capital Planning and Investment Control (CPIC).  In this position, the candidate would be responsible for overseeing and managing a portfolio of IT investments to ensure alignment with the organization’s mission and strategic goals, ensures compliance with federal regulations, particularly OMB Circular A-11, Section 55, and supports the strategic planning and execution of IT projects to enhance organizational capabilities. This role involves coordinating with various stakeholders, ensuring compliance with federal regulations, and optimizing the performance and value of IT investments.

Key Responsibilities

  • Portfolio Management: Oversee the development, implementation, and management of the IT investment portfolio, ensuring alignment with organizational priorities and federal guidelines.
  • Strategic Planning: Collaborate with senior leadership to develop and implement IT investment strategies that support the organization’s mission and goals.
  • Budget Management: Manage the budget formulation and execution for the IT portfolio, ensuring efficient allocation of resources and compliance with financial regulations.
  • Performance Monitoring: Implement performance measurement and management processes to track the progress and impact of IT investments, using tools such as Earned Value Management (EVM).
  • Risk Management: Identify and mitigate risks associated with IT investments, ensuring that all projects adhere to security and compliance requirements.
  • Stakeholder Engagement: Engage with internal and external stakeholders, including federal agencies, to ensure effective communication and collaboration on IT investment initiatives.
  • Reporting and Documentation: Prepare comprehensive reports and documentation to support decision-making processes and ensure transparency in IT investment management.
  • Compliance: Ensure all IT investments comply with relevant federal regulations, including OMB Circular A-11 and other applicable guidelines.
  • Capital Planning Support: Assist in the development and maintenance of the organization’s IT portfolio, ensuring alignment with strategic goals and compliance with OMB guidelines.
  • Value Measuring Methodology: Implement methodologies compliant with OMB guidance and CIO Council best practices to identify and quantify benefits.
  • Alternatives Analysis: Lead OMB Alternatives Analysis to evaluate different investment options and recommend the most cost-effective solutions.
  • Stakeholder Engagement: Collaborate with various stakeholders, including IT, finance, and program management teams, to ensure effective communication and alignment of investment strategies.

Qualifications:

  • Education: Bachelor’s degree in Information Technology, Business Administration, Finance, or a related field.
  • Experience: Minimum of 8 years of experience in IT portfolio management, investment control, or a related field within the federal sector.
  • Knowledge: Strong understanding of federal IT investment management practices, including OMB Circular A-11 and other relevant regulations.
  • Skills: Excellent analytical, communication, and project management skills. Proficiency in using IT portfolio management tools and software.
  • Certifications: Relevant certifications such as PMP, ITIL, or CPIC certification are highly desirable.
