Duration : 5 Months (Contract) W2

Location : Denver, CO (Remote - Candidates must be local)

Position Overview : Seeking an AI Program Manager to lead the adoption, implementation, and governance of artificial intelligence across state government agencies. The AI Program Manager will work closely with the Chief Data Office (CDO), agency stakeholders to design and execute an AI strategy that supports the broader and by enhancing service delivery, efficiency, and engagement. The role will require strong technical expertise, strategic vision, and leadership to ensure AI initiatives are aligned with state priorities and are used responsibly for the benefit of Colorado residents.

Key Responsibilities :

AI Strategy and Implementation :

  • Define and champion the vision, strategy, and roadmap for AI adoption across state government agencies, ensuring alignment with the broader goals and priorities for Colorado residents.
  • Work with OIT resources and agency stakeholders to identify and prioritize AI opportunities that enhance operational efficiency, improve public services, and engage citizens effectively.
  • Develop AI adoption plans that balance technological innovation with state-specific needs and regulatory frameworks.

AI Product and Technology Leadership :

  • Guide the development and deployment of AI solutions in collaboration with product managers, technical teams, and agency stakeholders.
  • Provide expert advice on AI technologies, data governance, and responsible AI practices to state agencies.
  • Stay current with AI advancements, including generative AI (GenAI), and guide their responsible implementation within the government context.
  • AI Governance and Compliance :

  • Establish and enforce processes for AI project assessments, approvals, testing, and ongoing monitoring, ensuring alignment with state objectives and ethical AI principles.
  • Ensure AI initiatives comply with relevant federal and state laws, regulations, and policies.
  • Lead efforts to develop and refine AI policies and regulations to address emerging technologies, challenges, and opportunities.
  • Identify and mitigate potential biases and risks in AI systems, ensuring fairness, equity, and accountability in all AI deployments.
  • GenAI Expertise :

  • Stay informed about GenAI advancements and their applications, while understanding their limitations (e.g., cost, data constraints, biases).
  • Provide guidance on evaluating GenAI solutions and vendors to ensure alignment with state requirements for ethical and responsible AI use.
  • Collaborate with engineers to assess the suitability of GenAI technologies for specific government applications.
  • Stakeholder Engagement and Communication :

  • Build strong relationships with internal and external stakeholders, including agency leaders, service owners, technology experts, legal counsel, third-party vendors, and community representatives.
  • Facilitate cross-agency collaboration and promote knowledge-sharing on AI initiatives and best practices.
  • Raise awareness of AI’s potential benefits, risks, and ethical considerations within the state government and with the public.
  • Support training and education programs to foster responsible AI practices across government departments.
  • Champion Responsible AI :

  • Promote and embed responsible AI practices across state agencies, ensuring AI development aligns with principles of fairness, transparency, accountability, and human oversight.
  • Advocate for AI transparency and responsible deployment to build public trust in AI systems used by the government.
  • Attention to Detail :

  • Demonstrate meticulous attention to detail in AI project implementation, governance, and ongoing support.
  • Ensure AI systems, data, and documentation meet ethical, legal, and regulatory standards, while identifying and addressing any inconsistencies or risks.
  • Qualifications :

    Education and Experience :

  • Bachelor’s degree in computer science, data science, or a related field.
  • Minimum of 5 years of experience in AI, including expertise in machine learning, natural language processing, deep learning, and computer vision.
  • At least 5 years of experience in a leadership role, with a proven track record of developing and executing strategic initiatives.
  • Demonstrated experience in AI product or program management, including defining product vision, strategy, and roadmaps.
  • Experience working with cross-functional teams, including technical experts, engineers, and business stakeholders.
  • Experience in the public sector or with government agencies is highly desirable.
  • Skills and Knowledge :

  • Deep understanding of AI use cases, technologies, ethical considerations, and policy implications.
  • Strong strategic thinking, planning, and problem-solving abilities.
  • Expertise in AI governance, including data governance, security, and privacy best practices.
  • Excellent communication skills, with the ability to translate complex technical concepts into clear, actionable language for diverse audiences.
  • Ability to collaborate effectively across diverse teams and stakeholders, and build consensus around complex AI initiatives.
  • Familiarity with relevant state and federal regulations related to AI, including issues around data privacy, security, and equity.
  • Expertise in responsible AI development principles, ensuring fairness, transparency, and accountability in AI systems.
  • Awareness of the unique challenges associated with GenAI development, including cost, data constraints, and potential biases.
  • Additional Skills (Preferred) :

  • Experience with grant proposal development and securing funding for AI-related initiatives.
  • Knowledge of emerging AI trends and the ability to anticipate and mitigate future risks in AI deployment.
