Job Description:
Seeking an experienced IT Accessibility Project Manager to lead the design, implementation, and management of the department s IT accessibility programs. This position will serve as a key coordinator among multiple stakeholders, Division technology teams, and website content contributors. The Project Manager will focus on ensuring that CDHS s internet and intranet sites, as well as its software solutions, meet accessibility standards.
This position will require extensive knowledge and experience in ADA accessibility, including the Web Content Accessibility Guidelines (WCAG) 2.1, Section 504 and 508 of the Rehabilitation Act, the Americans with Disabilities Act (ADA), and other related regulations. The incumbent will be responsible for the successful execution of accessibility projects, ensuring that accessibility issues are identified, tracked, and remediated in a timely manner.
Key Responsibilities: Project Management:
- Project Planning:
- Define project scope, objectives, and deliverables.
- Develop and maintain detailed project plans, including timelines, resource allocation, and budget estimates.
- Create and maintain project documentation such as charters, schedules, and risk assessments.
- Team Management:
- Lead cross-functional project teams, including developers, testers, designers, and other relevant stakeholders.
- Assign tasks and ensure effective communication and collaboration among team members.
- Budget and Resource Management:
- Monitor project budgets and resource allocation, addressing discrepancies and constraints.
- Optimize resource utilization and ensure cost-effective execution of projects.
- Risk Management:
- Identify project risks and develop mitigation strategies.
- Implement risk response plans and continuously monitor and track risks.
- Quality Assurance:
- Establish and maintain project quality standards.
- Ensure that all project components meet defined requirements and quality benchmarks.
Accessibility and Compliance Management:
- Accessibility Testing and Remediation:
- Oversee the testing and remediation of CDHS internet and intranet sites and software solutions to ensure compliance with WCAG 2.1 and other relevant laws (e.g., Section 504 and 508 of the Rehabilitation Act, Title II of the ADA).
- Work closely with internal and external stakeholders to ensure that any non-compliant digital resources are remediated.
- Program Monitoring and Reporting:
- Track and report on program performance metrics, resource utilization, and fund allocation.
- Ensure compliance with state and federal regulations to mitigate the risk of fines and legal actions.
Change Management:
- Strategy Development:
- Collaborate with senior leadership and project teams to define and develop change management strategies.
- Address potential resistance to accessibility changes and develop plans to overcome obstacles.
- Planning and Execution:
- Create detailed change management plans including communication, training, and stakeholder engagement strategies.
- Lead the execution of these plans to ensure smooth transitions and buy-in from all stakeholders.
- Stakeholder Engagement and Communication:
- Identify and engage key stakeholders affected by changes and ensure their active participation.
- Develop and execute communication strategies to promote awareness and understanding of accessibility initiatives.
- Resistance Management:
- Identify sources of resistance to change and develop strategies to address them.
- Provide support to teams and individuals facing challenges in adopting new accessibility measures.
Reporting and Risk Mitigation:
- Regular Reporting:
- Develop a reporting schedule for timely updates to stakeholders on project status and risk mitigation efforts.
- Risk Identification and Mitigation:
- Proactively assess and identify potential risks, prioritizing based on impact and likelihood.
- Develop and maintain a risk register, ensuring mitigation plans are in place for high-priority risks.
- Contingency Planning:
- Develop contingency plans for risks where full mitigation is not possible, ensuring preparedness for potential challenges.
Qualifications:
- Education/Experience:
- A Project Management Professional (PMP) certification is required, or a minimum of 5 years of project management experience in lieu of a PMP.
- At least 3 years of experience managing IT accessibility projects, or 5 years of overall project management experience in a related field.
- Knowledge/Skills:
- In-depth understanding of Web Content Accessibility Guidelines (WCAG) 2.1, Sections 504 and 508 of the Rehabilitation Act of 1973, Title II of the ADA, Section 1557 of the Affordable Care Act (ACA), and the Colorado Anti-Discrimination Act (CADA).
- Experience in managing cross-functional teams and budgets, and delivering projects on time and within scope.
- Strong communication, problem-solving, and organizational skills.
- Proven ability to lead change management initiatives, including training and stakeholder engagement.
- Preferred Experience:
- Previous experience in an accessibility-focused role within a government agency or large organization.
- Familiarity with relevant accessibility testing tools and techniques.
