POSITION SUMMARY:

The Director of Clinical Services (DCS) at Mayers Memorial Hospital District (MMHD) plays a crucial role in supporting administrative activity under the guidance of the Chief Clinical Officer (CCO). DCS utilizes a high degree of judgement, prioritization, problem-solving and decision-making to establish, implement, and optimize the day-to-day operations of several clinical departments. The DCS is an integral part of the senior management team and contributes to the development of MMHD policies and programs. They will also act as a liaison between the CCO and management staff, work with special committees, and make presentations to the Board of Directors as needed.

A key responsibility of the DCS is to enhance the internal organizational processes and infrastructure. They will have direct oversight of various departments. These include Care Coordination and Patient Experience, the Rural Health Clinic, Telemedicine, Physical Therapy and Cardiac Rehab.

One of the responsibilities of the DCS is to foster a culture of high performance within the leadership team and associated departments. This involves setting clear goals and expectations, developing and implementing standards, systems, policies, and procedures aligned with our organizational goals. The DCS also contributes to resource planning and provides input on staffing.

Maintaining positive relationships with executives, directors, managers, and medical staff members is paramount in this role. Effective collaboration and communication with stakeholders are essential for success.

This job description is intended to identify some of the primary duties and responsibilities of the Director of Operations Mayers Memorial Hospital District reserves the right to modify, supplement, delete or augment the duties and responsibilities specified in this position description, at MAYERS MEMORIAL HOSPITAL DISTRICTS sole and absolute discretion.

POSITION QUALIFICATIONS:

  • Must possess a professional degree in a healthcare field or a Bachelor's degree in Business Administration / Healthcare Administration (or related field) from an accredited institution.
  • Master of Healthcare Administration or Business Administration with Healthcare emphasis preferred.
  • At a minimum, four (4) years of healthcare leadership experience, preferably at a small acute care facility with previous critical access hospital or rural hospital experience ideal.
  • Experience working with or in the departments listed preferred.
  • Knowledge of the principles and methods of Rural Health Clinic functions and payment structures.
  • Ability to plan and execute large scale administrative programs including preparing budgets and controlling large expenditures, establishing and maintaining cooperative relationships with the public, other professional groups, public agencies, and departments of government.
  • Ability to communicate effectively in oral and written form.
  • Ability to make independent decisions when necessary and demonstrate aptitude under stressful situations.
  • Skilled in examining current practices/policies and recommending improvements and best practices.
  • Ability to fulfill the organizations Mission, Vision, and Values and strategic goals by developing plans to achieve an operational model.
  • Promotes a positive image of the organization at all times, including off duty hours.

  • Possesses knowledge of information systems (such as EHR systems) and data analysis. Proficiency with Cerner preferred.
  • Experience as a liaison with healthcare providers and the organization.

POSITION RESPONSIBILITIES:

  • The DCS will oversee day-to-day operations of various departments including Care Coordination and Patient Experience, Rural Health Clinic, Telemedicine, Physical Therapy and Cardiac Rehab.
  • Foster collaboration between departments, staff leadership, and other services to support improvements in patient satisfaction and outcomes.
  • Manage workforce decisions and resource allocation for the clinical team.
  • Develop strategic plans to improve quality of care, generate revenue, and accomplish organizational objectives.
  • Support departments in maintaining regulatory compliance under standards set by the Centers for Medicare and Medicaid Services (CMS), accreditation agencies and applicable state and federal regulations.
  • Analyze budgets and financial data to identify opportunities for cost savings.
  • Professional behavior is demonstrated, both when on duty and as a representative of MMHD outside of normal work hours.
  • Ability to work with others, at all levels within the organization, and collaborate effectively.

  • Performs all assigned tasks accurately, including proper spelling and grammar, reference materials, and minimal mathematical calculation.
  • Takes direction from others to include those employees of other departments with which he/she works on a temporary basis in accordance with the chain of command.
  • Maintains all information as confidential as appropriate, to include payroll, personnel information, and other information obtained during the course of performing job duties that is confidential.
  • Demonstrates ability to effectively use office machines in the performance of job functions.
  • Answers phone calls, assists the public, and forwards appropriately if necessary and in a professional and friendly manner.
  • Partners with the CCO on all operational and strategic issues and projects as they arise and provides recommendations based upon financial analysis/projections, cost identification and allocation and revenue/expense analysis.
  • Contributes to the development of MMHDs strategic goals and objectives as well as the overall management of MMHD.
  • Participates in the ongoing strategic planning process as an integral member of the senior management team.
  • Assists in long-term budgetary planning and cost management to reach MMHD goals.
  • Manages implementation and coordination of the Rural Hospital of Choice Initative
  • Other Duties as assigned.
  • Direct Reports:
    • Counsel employee according to disciplinary process. Addresses behavior with employees and define expected changes.
    • Keeps written records when counseling employees.
    • Provides written performance evaluations, including competencies, and updated equipment listing of direct report staff annually and review evaluations with employees to identify expectations.
    • Manages the operations of assigned departments per the organizational chart of the facility.
    • Conducts consistent unit meeting and follows through with problem areas.
    • Promotes a culture of high performance and continuous improvement that values learning and commitment to quality.

WORKING CONDITIONS:

  • Willingness to work beyond normal working hours and in other positions temporarily when necessary.
  • Willingness to travel when necessary.
  • Is involved with personnel, visitors and government agencies, etc., when necessary.
  • Participates in hospital related functions within the community.
  • Must function independently, have personal integrity, have flexibility and the ability to work effectively with other personnel, clients and support agencies.

PHYSICAL REQUIREMENTS:

  • Sits, stands, bends, lifts, walks and moves intermittently during working hours.
