This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire.
Current District of Columbia residents will receive priority and advanced preference for screening and interviews.
 backgroundMayor Bowser established the Mayor’s Office of Talent and Appointments (MOTA) to conduct aggressive outreach and engagement to identify energetic community and business professionals to fill critical appointed roles in District government. This includes more than 200 appointed staff positions in the Mayor’s cabinet, including executive and independent agency directors, senior leadership, and policy positions. This also includes more than 2,000 appointees to District of Columbia boards and commissions.

Associate Directors lead recruitment, with placement engagements aligned with seven core areas, which includes the four Deputy Mayor clusters and three additional priority areas (Education, Executive Office of the Mayor, External Affairs & Partnerships, Government Operations, Health & Human Services, Planning & Economic Development, and Public Safety & Justice). The ideal candidate enjoys both engagement (candidate recruitment and evaluation) and processes (drafting numerous documents and managing database systems).
 Major duties
  • Serve as an HR advisor, leading recruitment of appointed positions in assigned cluster - including posting positions, reviewing incoming resumes, engaging with applicants, and managing interview processes.
  • Interpret, analyze, and apply qualification standards, position requirements, job analysis, and evaluation plans. 
  • Determine qualification requirements for all levels of jobs, including nonsupervisory and supervisory positions.
  • Prepare position vacancy announcements for appointed positions and boards and commissions, in collaboration with the manager, supervisor, or other senior level staff, comparing the vacancy announcements with the position descriptions. 
  • Review vacancy announcements for quality and accuracy to appointed roles. In conjunction with the hiring manager, board administrator or other staff, assures that position vacancies are posted in the appropriate media, including newspapers, list serves, and websites.
  • Manage a portfolio of 50-60 boards and commissions, including recruitment, placement of appointees, and engaging with board administrators.
  • Draft appointment documentation, including Mayor's Orders and legislative resolutions.
  • Participate in speaking engagements, panels, lectures to further the Office’s mission and reach.
  • Analyze data to identify and recommend priorities to develop, direct, and organize work-plans.
  • Coordinate services among District agencies to ensure timely responses to appointee concerns and ensure vacancies and expiring terms are filled efficiently.
  • Other duties as assigned.

 MINIMUM QUALIFICATIONS
  • Minimum of two years working in public policy, community engagement, or related field. 
  • Demonstrated experience in technical writing strongly preferred.
  • Demonstrated experience or interest in Human Resources preferred.
 WORK ENVIRONMENTThe work is performed primarily in-person in an office setting. Times in the field are permitted when there is a related event.
 SPECIAL NOTE - SECURITY SENSITIVEThis position is deemed security sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
 RESIDENCY REQUIREMENTThere is a legal requirement that each new appointee to the Excepted Service either:
  1. be a District of Columbia resident at the time of appointment; or
  2. become a District resident within one hundred eighty (180) days of appointment.
The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
