OFFICE :         Mayor's Office on Returning Citizen Affairs (MORCA)

OPEN :             February 3, 2025

GRADE :        Excepted Service, Grade 5 (ES-5)

SALARY :       $74,337.67

This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire.

Current District of Columbia residents will receive priority and advanced preference for screening and interviews.

The Mayor's Office on Returning Citizen Affairs (MORCA) provides useful information for the empowerment of previously incarcerated persons in order to create a productive and supportive environment where persons may thrive, prosper and contribute to the social, political and economic development of self, family, and community.  MORCA's mission is to provide zealous advocacy, high-quality services and products, up-to-date, useful information for the empowerment of previously incarcerated persons in order to create a productive and supportive environment where persons may thrive, prosper and contribute to the social, political and economic development of self, family, and community. The Reentry Case Manager facilitates the connection to, and monitors constituents’ progress with, resources and services available to District residents returning from State Prison, or Federal Bureau of Prisons custody. The Case Manager will provide wrap-around services inclusive of the administration of a comprehensive reentry assessment and the creation of an individualized reentry roadmap plan, utilizing the many support services available to returning citizens in the District. The Case Manager works with program participants to address critical needs as identified by the risk and needs assessments and to ensure successful reentry by strategic connection to the resources that will help the residents meet their reentry goals.

MAJOR DUTIES

  • Provide connection to District services and resources which address critical needs for MORCA constituents and provide monthly follow-up.
  • Administer the comprehensive reentry assessment (risk and needs) to MORCA constituents as a part of the intake process.
  • Create and monitor the progress on an individualized reentry roadmap plan for MORCA constituents that will utilize the many support services available to returning citizens in the District.
  • Coordinate and work with constituents to identify a career pathway and primary or supplemental training / education opportunities to move the participant along their chosen career path and family sustaining employment.
  • Refer participants to partner agencies to provide direct service delivery. Monitors and tracks reentry plan progress, working with support team members to document goals achieved to the data management system.
  • Provide Director of Operations with a monthly update regarding the process of clients on the assigned case load
  • Maintain contact with participants based upon their risk / need and provide appropriate counseling services
  • Build and maintain professional working relationships with other team members, community partners, agency partners, Halfway houses and prison personnel, employers etc.
  • Attend scheduled meetings deemed necessary by the Director or the Director of Operations to include community meetings and in-services.
  • Follow all requirements and guidelines of program funder under guidance of supervisors
  • Collect and input data into program evaluation database(s) for ongoing supervisory and funder review
  • Other duties as assigned and needed for program support.

  • Effective organizational planning and project management skill
  • Ability to effectively work and communicate with clients, personnel, and community partners from diverse cultures or backgrounds in
  • Maintain integrity of confidential information relating to clients, staff, or stakeholders.
  • MINIMUM QUALIFICATIONS

  • Minimum Bachelor's Degree in Social Work or related field. CCM, LCSW, SSW, MSW certification or a master Degree are a plus
  • Minimum two (3) years relevant experience in case management, mentoring, and support to at- risk population. Experience in working with at-risk populations returning from incarceration preferred
  • SPECIAL NOTE - SECURITY SENSITIVE

    This position is deemed security sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

    RESIDENCY REQUIREMENT

    There is a legal requirement that each new appointee to the Excepted Service either :

  • be a District of Columbia resident at the time of appointment; or
  • become a District resident within one hundred eighty (180) days of appointment.
  • The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
