Job Description

Operations Manager (Fuels)

The Operations Manager will be dedicated to the management of all aspects of contractor-provided fuels support services and ensures operations IAW contract requirements between contractor-staffed positions and their respective contracts CONUS and OCONUS. The Operations Manager must be able to provide direct support to contracts and provide mentorship to all Contract Terminal Managers.


Responsibilities & Duties

  • Plans, organizes, and controls the overall activities of the contract at all geographically dispersed sites (i.e. operations management technical work, quality control, scheduling and costs associated with various calls made against the contract.)Understands government contract solicitations & request for proposal process; attends contract preproposals, assists in writing the proposal subfactors for technical management; calculates workforce and equipment requirements and assists with other direct cost pricing.
  • Primary interface with Government Representatives: Contracting Officer, Defense Logistics Agency- Energy Division Terminal Operations Program Managers, Department of Defense Fuel’s Service Control Points, Unites States Army Corp of Engineers (USACE) and Contracting Officer Representatives.
  • Advises corporate leadership on Recurring Maintenance (RM) and Minor Repair (MR) program, solicitations and contracts. Follows the current UFC 3-460-03, general inspection and maintenance criteria for military land-based liquid petroleum fuels facilities that are applicable to all branches of the Department of Defense and the Defense Logistics Agency-Energy Division.
  • Assists with identifying and providing all required RM/MR services through a Facility Maintenance Plan (FMP)
  • Provides effective management of equipment, supplies, personnel and activities assigned to the operation. Determines priorities; develops plans, implements policies and procedures to ensure the success of numerous routine and special tasks are met.
  • Ensures contractor-performed activities at site locations are operated in conformance with the terms and conditions of the contract
  • Monitors Key Performance Indicators and contractual expenditures for each contracted site to ensure that established budgets are not exceeded.
  • Serve as a primary point of contact for all technical and task related matters.
  • Directs necessary resources, develops quarterly goals and priorities, and assists as necessary to ensure the efficient and effective operation of all functional areas within the Performance Work Statement (PWS)
  • Provides needed assistance to subordinates in resolving work related issues or problems.
  • Conducts a quality assurance program in accordance with contract requirements, procedures manuals, and other pertinent directives.
  • Provides oral and written status reports, routine and ad hoc, as scheduled or requested to the CEO, Vice President of Operations and select government representatives .
  • Provides subject matter expert guidance for deliberate and strategic growth that align with company goals.
  • Coordinates with host nation representatives, U.S. Government officials and contract joint venture (JV) partners as required.


Characteristics:
Must be a strong multi-tasker, able to initiate and lead projects on a continuous basis, willingness to be an avid team player in corporate functions outside of primary duties, willingness and ability to travel internationally and domestic, out-of-the-box initiatives and ideas, self-motivator, and self-starter.

MINIMUM QUALIFICATIONS:

Prior military service at the E- 8 rank or higher, such as Air Force Specialty Codes (AFSC) 2F091or 3E4X1.

  • Have a minimum of ten (10) years’ experience in military petroleum storage and distribution operations for military aircraft and ships, ground fuel services, bulk fuel systems maintenance (RMMR and System Maintenance (SM) tasks listed in UFC 03-460-03) , fuel testing, and maintenance/ repair of fuel handling equipment and facilities.
  • At least five (5) years within the last seven (7) years of supervisor or managerial experience in operations noted above with emphasis in aircraft refueling operations, inspections, environmental compliance, inventory management and equipment inspections.
  • At least Five years of FUELS project or operations management experience at the Corporate or Contractor level.
  • Must be computer literate and possess excellent written and oral communication skills in English.
  • Ability to obtain or maintain a government security clearance, and/or Favorable Background Investigation (BI)
