Standard Procurement Systems Specialist
2.6.1 The contractor shall serve as the single administrator for the government contract writing system; the primary SME and POC for all SPS issues; coordinate action and updates with Higher Head Quarters. Provide business advice to the customer and perform all system administration support. The contractor shall provide support in an alternate capacity for the Task Order Tracking System. These duties will include intermediate skills related to performing coding, debugging, testing and troubleshooting throughout the application development and sustainment process as well as project management, requirements gathering, design, and report building.
2.6.2 Collect data from multiple automated systems for analysis and review.
2.6.3 Develop and prepare management reports to be provided to HHQ for Business Management Division Chief.
2.6.3.1 Provides reports and data reconciliation to all divisions of SOFSA upon request
2.6.3.2 Provides data analysis support to multiple Contracting Officers
2.6.4 Provide on demand system administration support to all personnel within Business Management Division.
2.6.5 Standard Procurement System (SPS) Support.
2.6.5.1 Proficient in SPS in role of Contract Analyst
2.6.5.2 Configure and administer daily backups, verifying on a monthly basis that backups can be restored.
2.6.5.3 Provide backup to the SPS database, perform account creation and maintenance
2.6.5.4 Provide Help Desk and perform trouble shooting tasks
2.6.5.5 Run reports from the SPS for management oversight of workload and actions complete
2.6.5.6 Ensure daily that files generated from SPS are pushed to EDA Daily
2.6.5.7 Work with the Enterprise Management Division (EMD) on issues that arise pertaining to the SPS
servers, backup of servers, downtime, etc.
2.6.5.8 Provide feedback to the BMD Chief on any issues pertaining to the SPS status.
2.6.5.9 Provide technical expertise on system operations, hardware, and a wide variety of PC/server applications and programs.
2.6.5.10 Exercise responsibility for Local Area Network (LAN) and Wide Area Network (WAN). Establish test criteria to ensure network communications interoperability is tested for completeness and accuracy. Installs, stabilizes, and manages network system software.
2.6.6 Ability to communicate orally and in writing.
2.6.7 Ability to meet and deal with all Government staff and other contractors in a highly professional manner.
2.6.8 The Support Contractor shall provide computer programming support and SharePoint portal maintenance
support. The Support Contractor shall make recommendations, when required, on custom applications which include data capture systems for integration into a central SQL server repository.
2.6.9 The Support Contractor shall work with subject matter experts in developing applicable metrics and reports for TOTS; develop, test, and implement software application changes to create PEO-SOFSA desired metrics and reports.
2.6.10 Analyzes changes of product design to determine the effect on the end product design and function and determines and prepares documentation necessary for change.
2.6.11 Implements data models, database designs, data access and table maintenance codes. Resolves database performance and capacity issues, and replication and other distributed data issues.
2.6.12 Designs, modifies, develops, writes and implements software programming applications and writes scripts to extract data for reporting purposes to populate dashboards used by senior leadership to make strategic decisions
Minimum Requirements
- DoD 8570.01M Certification
- Brings a Minimum 10 years of experience administrating PD2
- Ability to support custom developed software solutions
- Expert of SharePoint, MS SQL Server Suite, and scripting for report generation and data manipulation
- Required skill in Software Development supporting MS Tools and Front end Web Development
- Operates within a multifunctional environment supporting many customers
- Extensive experience in capturing customer requirements to build/maintain internally custom developed applications supporting PEO SOFSA business processes.
- Must have a thorough working knowledge of USSOCOM/PEO SOFSA business processes to rapidly develop IT solutions in support of business process automation or decision making resources
- Function at a level of performance similar to mid-range NH-III professional or equivalent
