Job Summary

The Deputy Director of Hazardous Materials will work with all MBTA departments to ensure compliance with applicable Federal and State Regulations.
Duties & Responsibilities
- Work with relevant Departments to develop, improve and execute programs to manage Hazardous Materials.
- Provide oversight and direct the team to review, analyze, track, and maintain all hazardous material surveys conducted on MBTA property, and on MBTA construction projects.
- Create, maintain, track and update all Hazardous Material Operation and Maintenance Plans for MBTA facilities.
- Maintain project list of hazardous material removals and maintenance work.
- Procure, oversee, and delegate management of outside vendors and contractors performing environmental work associated with hazardous materials management and disposal.
- Work with departments and facilities to ensure and track compliant occupant notifications of hazardous materials.
- Support and Coordinate with MBTA Engineering and Maintenance; Transit Facility Maintenance, MBTA Safety; and all MBTA Operational Departments regarding the proper hazardous materials/waste management.
- Coordinate with State and Federal regulatory agencies for the notification, abatement, removal, disposal and tracking of hazardous materials.
- Manage the further development and expansion of the Asbestos Reporting and Tracking System.
- Manage and coordinate all service and material contracts including scope development and oversight of the procurement process.
- Work with Budget Analyst to forecast and delegate program funding as needed.
- Track, develop and report on best practices related to hazardous materials management.
- Provide and develop reporting and presentations for internal and external groups as needed.
- Proactively engage all departments to communicate the social, environmental, and economic benefits of proper hazardous materials management.
- Create and/or coordinate necessary MBTA employee hazardous material training, and work with departments to ensure tracking of necessary training.
- Collaborate with external parties (governmental and non-governmental) to establish partnerships that will allow the MBTA to ensure compliant Hazardous Materials Management.
- Ensure all hazardous material Best Management Practices and Standard Operating Procedures and Policies are compliant with the MTBA’s Energy and Environmental Management System.
- The Deputy Director will regularly interact with staff across the agency, including senior management, facility management, as well as professional staff in other MBTA departments (e.g., OCE, Capital Delivery, Real Estate, etc.).
- The Deputy Director will also oversee and manage the work of MBTA vendors working on hazardous waste management (e.g., testing, abatement, disposal, etc.).
- Perform all other duties and projects that may be assigned.
Supervision
- Direct supervision of one (1) Environmental Compliance Officer. Responsibilities include hiring and mentoring staff regarding hazardous materials management.
- Bachelor’s degree from an accredited institution in Environmental Sciences, Earth Sciences, Environmental Engineering, Environmental Planning, Management, Toxicology, or related field.
- Seven (7) years professional experience in hazardous materials related programs.
- Two (2) years of supervisory, managerial, and/or leadership experience.
- Demonstrated understanding of hazardous materials management from initial identification to final removal and disposal.
- Demonstrated experience working at or with public agencies regarding the identification, abatement, disposal m and tracking of hazardous materials.
- Demonstrated understanding of Federal and State regulations applicable to asbestos, lead, PCBs, and other hazardous materials.
- Experience working with the Massachusetts Department of Environmental Protection (DEP) Bureau of Waste Prevention; and the Massachusetts Department of Labor and Workforce Development Division of Occupational Safety (DOS) Asbestos Program.
- Effective organizational, analytical, quantitative, and time-management skills.
- Ability to use MS Office, CAD, or Graphics applications.
- Demonstrated computer skills including the following: Adobe, Outlook, and MS Office programs (Word, Excel, PowerPoint, MS Project, and Access).
- Demonstrated organizational, analytical, multi-tasking, time management and interpersonal skills.
- Ability to work seamlessly with other departments within the MBTA as well as external groups such as utilities, state agencies, vendors, and other organizations as appropriate.
- Possess valid driver's license with safe driving record.
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
- An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
- A master’s degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
- Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
- Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
- Ability to provide internal and external customers with courteous and professional experiences.
- Ability to work effectively independently and as part of a team (or supervise, if required).
- Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
- Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
