Duties & Responsibilities
- Lead, manage, and direct a team dedicated to performing stormwater reviews and permitting including analysis, tracking, and mapping of all stormwater associated with existing MBTA assets, planned MBTA construction projects and proposed developments .
- Review Final Pre-Bid Review Control Sheet Environmental Review and Permitting checklists for stormwater compliance.
- Obtain and Manage wastewater permits associated with MBTA operations and capital projects.
- Coordinate as needed with all Capital Projects.
- Upon internal approval, act as MBTA’s Authorized Representative to sign/certify reporting and commit to necessary funds needed for compliance as per regulatory requirements under EPA’s NPDES permits.
- Work with relevant departments to improve programs designed to manage water resources in compliance with all applicable regulations.
- Plan and prepare CIP project charters for wastewater management and stormwater improvement projects.
- Forecast and delegate program funding as needed.
- Oversee and direct the further progress of the MBTA’s Municipal Separate Storm Sewer System (MS4) Stormwater Management Program.
- Proactively engage all departments to communicate the social, environmental, and economic benefits of water resource management.
- Collaborate with external stakeholders (governmental and non-governmental) to establish partnerships that will allow the MBTA to ensure compliant water management programs.
- Manage and coordinate with consultants providing environmental support, which includes a review of technical reports, surveys, delineations, mapping and other analyses prepared for stormwater review purposes.
- Work closely with MBTA departments including all divisions of Capital, all transformation projects, Office of the Infrastructure Planning, Transit Facility Maintenance, MOW, Power Department, Real Estate, Chief Financial Officer, Commuter Rail, and Keolis.
- Coordinate with Federal, State, and Local regulators, including but not limited to EPA, DPU, FTA, FRA, MEPA, CZM, MA DEP, USACE, USCG and local conservation commissions.
- Direct project design in collaboration with development and engineering to ensure compatibility with project stormwater commitments and requirements.
- Track stormwater treatment requirements and permits for existing assets and throughout the construction process.
- Track completion and closeout of all stormwater related requirements per project.
- Continue development of the Stormwater Management Program.
- Provide project-specific stormwater permitting strategy review for feasibility and permitting efficiency.
- Perform all other duties and projects that may be assigned.
- Direct supervision of three (3) compliance officers, one (1) Deputy Director, one (1) stormwater project coordinator, one (1) associate stormwater analyst. Subject to change.
- Bachelor’s degree from an accredited institution in Civil or Environmental Engineering, Engineering Sciences, Environmental Planning, Environmental Management or other related field.
- Seven (7) years of stormwater specific environmental review and permitting experience.
- Five (5) years of supervisory, managerial, and/or leadership experience.
- Working knowledge of State and Federal Environmental Regulations including but not limited to:
- EPA NPDES - Environmental Protection Agency National Pollutant Discharge Elimination System permitting.
- 2024 Draft MA MS4 General Permit.
- WPA - Mass Wetlands Protection Act.
- MWRA- Massachusetts Water Resources Authority.
- Demonstrated understanding of stormwater and wastewater management programs, with particular emphasis on MS4 permitting programs.
- Demonstrated experience working at or with public agencies regarding the identification, mapping, permitting testing and mapping of stormwater and wastewater systems.
- Experience working with the Massachusetts Department of Environmental Protection (DEP), Environmental Protection Agency and Massachusetts Water Resource Authority (or any other municipal water and sewer system).
- Effective organizational, analytical, multitasking, time management and interpersonal skills. Ability to demonstrate strong analytical, communication and report writing skills.
- Ability to effectively communicate with regulatory agencies, community organizations, and employees at all levels of the organization on technical and sensitive matters.
- Proficient in the use of Microsoft Word, Excel, PowerPoint, and other presentation software and Database applications
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
- An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
- A master’s degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
- Nine (9) years of demonstrated experience in the environmental field with a focus on the regulations and requirements related to stormwater compliance as normally associated with large and active transportation or infrastructure projects.
- Additional years of demonstrated substantive permitting and public construction experience.
- Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
- Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
- Ability to provide internal and external customers with courteous and professional experiences.
- Ability to work effectively independently and as part of a team (or supervise, if required).
- Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
