Duties & Responsibilities
- Work with the Director and finance teams on the monthly, quarterly, and annual capital project and capital program reporting (e.g., CIP plan vs actuals analysis; capital spend by funding source, grant, and project; current capital commitments; capital payroll and headcount, budget to actual analysis of the MBTA’s cost allocation plan).
- Work with budget analysts to perform monthly departmental reviews for all capital projects. Help create and manage financial key performance indicators (KPIs) to assist in goal setting and tracking.
- Assist with the quarterly project cash flow projections process; send out communications, administer data collection from departments and ensure accurate upload of the data to the capital financial system.
- Responsible for developing and delivering new reports utilizing data analytics tools such as Python, R, and SQL to drive informed decision-making.
- Manage the annual headcount budget process; develop guidelines, create budget templates, review department submissions, and prepare presentations to Sr. Leadership.
- Manage the headcount approval process for new requests and backfills and represent Capital finance at the Position Control Board (PCB).
- Assist in the preparation of the annual National Transit Database (NTD) reporting to the FTA.
- Collaborate on the development of Tableau dashboards to make data more accessible and drive insights and decision making.
- Participate in ERP upgrade, and integration of the MBTA's ERP system with the MBTA's Project Management Information System (currently under development).
- Work closely with many departments across the MBTA, including procurement, legal, finance/ accounting, capital delivery and vehicle engineering as well as with outside consultants.
- Identify, communicate, and recommend options for improved organizational efficiency.

- Bachelor's degree from an accredited institution in finance, government, business, economics, engineering, or related field.
- Five (5) years of progressively responsible experience in financial operations, business analysis, administration and/or operations management.
- (2) Years experience creating reporting using SQL or R/Python and using the results to support data-driven decision-making processes.
- One (1) year supervisory/lead experience.
- Experience with financial reporting. Demonstrated ability to influence decision-making.
- Organization skills and ability to multitask (work on several projects at once).
- Ability to progressively elaborate on high-level business processes to define and document supporting standards and procedures.
- Ability to collaborate with a variety of internal and external stakeholders.
- Expert skills with Microsoft Office including Excel, PowerPoint.
- Ability to use Tableau, Access and Other Database applications.
- Interpersonal skills necessary to manage sensitive and confidential issues with a demonstrated ability to interact with employees at all levels.

- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
- An associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
- A master’s degree in a related subject substitute for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
- Master's degree in accounting, finance, business or public policy from an accredited institution.
- Demonstrated experience coordinating with IT department on data management systems and oversee development and implementation of dashboards.
- Experience with PeopleSoft, Tableau, Access, and Infomaker are a plus.
- Transit Industry experience.
- Experience with grant accounting and reporting.
- Experience in government finance.
- Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
- Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
