Job Summary

The Senior Project Manager of Transit-Oriented Development (TOD) will lead and oversee the planning, design, and construction of a range of projects on MBTA property, adjacent to MBTA facilities, or which are constructing, integrating with, or impacting MBTA facilities or operations, that are undertaken by external parties such as private developers, contractors, and city/state agencies. The Senior Project Manager of TOD will engage with development teams, municipal and state partners and the MBTA’s internal departments to ensure MBTA interests are represented, that assets, operations, and safety are protected and enhanced, and that projects are designed to meet MBTA standards and needs as they move through MBTA required design review, authorizations, construction oversight, and close-out. The Senior Project Manager additionally contributes to program-wide initiatives and engages in mentoring of junior staff, and oversight of project support and field staff.

Duties & Responsibilities

  • Manage multiple TOD projects simultaneously, providing coordination among external parties as well as internal MBTA stakeholders that support these projects.
  • Coordinate project review of plans and specifications with a wide range of internal departments including, but not limited to, Engineering and Capital, Real Estate, System-wide Accessibility, Wayfinding, Engineering and Maintenance, Railroad Operations, and Bus Operations to name a few. Engage with the Department of Public Safety (DPS) in project review as required.
  • Organize and coordinate a multitude of different types of meetings, including but not limited to, large Project Development Group (PDG) meetings, technical review meetings, and external stakeholder meetings for assigned projects.
  • Engage with municipalities and development teams in local and state permitting and design process to ensure MBTA interests are represented.
  • Supervise field support staff, including resident Engineers and Construction Inspectors who provide construction oversight, for assigned projects in order to ensure third-party compliance with construction plans and specifications.
  • Manage the creation, implementation, and execution of MBTA Force Account Agreements with external developers or contractors; Force Accounts are the mechanism for MBTA reimbursement for services rendered in support of development or construction projects by external parties.
  • Prepare staffing projections and cost estimates for Force Accounts utilizing project schedules; review and track invoicing for support services provided to external/third-party development projects to ensure that the MBTA is reimbursed for these services and coordinate MBTA Operating Department resource support for projects.
  • Engage with MBTA Legal and Real Estate teams developing agreements, licenses, and easements for development projects.
  • Stay in compliance with all necessary railroad certificates and badges (i.e., Transit – MBTA, Commuter Rail – Keolis, and Amtrak).
  • Critically think through, identify, trouble-shoot, and resolve project issues.
  • Prepare task orders for consultant services and manage external consultant support for project review and studies; assist with and procurement of consultants as required.
  • Work with the Director and Deputy Chief in building out TOD material (i.e., SOPs, marketing material, reports, and market research to name a few).
  • Work effectively and independently, seeking guidance as necessary. Prioritize workloads, work effectively with a wide range of stakeholders, build consensus, communicate effectively, both written and verbally, and prepare and make project presentations.
  • Supervise Project Coordinators and other professional staff, mentor junior staff within the department, and support on-boarding of new staff.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner consistent with the Authority's Customer Experience quality standard.
  • Manage TOD projects in accordance with the following MBTA Manuals, policies, and procedures, as appropriate: Project Manager's Manual; Project Controls Manual; Quality Assurance Manual; Resident Engineer's Manual; Contract Administration Policies and Procedures; MBTA Guide to Access; MBTA Directives published on the MBTA Web Page or provided directly by the Authority.
  • Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Drive a company or personal vehicle to visit work sites and/or attend off-site meetings.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti­Retaliation policies.
  • Perform all other duties and projects that may be assigned.


Supervision

  • Field support staff including Resident Engineers and Construction Inspectors.

Minimum Requirements & Qualifications

  • A bachelor's degree from an accredited institution in Real Estate, Planning, Project Management, Architecture, Landscape Architecture, or a related field.
  • Five (5) years of experience in design and/or construction project management (design and/or construction).
  • Two (2) year of supervisory, managerial, and/or leadership experience.
  • Excellent organizational, analytical, confidentiality, multi-tasking, time management and interpersonal skills.
  • Working knowledge of Microsoft Word, Excel, Database and PowerPoint applications. Effective professional written and verbal communication and interpersonal skills.
  • Proven track record of collaboration, transparency, and problem-solving skills.
  • The ability to effectively communicate with customers, employees, and vendors.
  • Excellent customer service and conflict resolution skills.
  • The ability to take on ambiguous projects with limited information yet still deliver and produce results.
  • Must possess a valid driver's license.
  • The ability to supervise and work effectively with a diverse workforce.


Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.


Preferred Experience and Skills

  • A master’s degree from an accredited institution in Real Estate, Planning, Project Management, Architecture, Landscape Architecture, Engineering, or a related field.
  • Seven (7) years of experience in project management (planning, design and/or construction) or related experience in a supervisory capacity.
  • Five (5) years of experience in planning, design or construction of transit-oriented development projects, mixed-use real estate development, or similar types of projects.
  • Experience managing multiple development projects with a construction cost of $10 million or greater.
  • Experience managing municipal or state design review and permitting for projects.
  • Familiarity with MBTA rules and regulation regarding project delivery, environmental requirements and permitting.
  • Architecture, planning, engineering, construction management or other certification a plus.
  • Certification in Architect, Landscape Architect, Planning, Real Estate, or construction project management.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
