Consultant Project Manager

McCormick Taylor is looking for a mid to senior level engineer or planning professional for a unique position immediately available based out of our Harrisburg, Philadelphia, or Pittsburgh, PA offices to support our transportation clients. Given the nature of our work environment, base office assignment is flexible. We are seeking a candidate who has a detailed understanding of the delivery of transportation projects for PennDOT to act as a Consultant Project Manager.

High-level job description entails managing state and/or local projects on behalf of PennDOT District Offices from Scoping Field Views through project letting. Specific responsibilities could include coordinating the advertisements and agreement execution for projects within ECMS including supplements and amendment, coordinating meetings, design submissions, tracking project schedules and estimates, reviewing design submissions, special provisions, coordinating environmental documentation and clearances, utility and right-of-way clearances, completing project development checklist items in ECMS, preparing addendums for advertised projects, assisting local project sponsor with ECMS, and invoice reviews. Regular coordination with design engineers, municipalities, PennDOT Districts and Central Office on various issues related to project design, PS&E development and letting will be required.

- Strongly encouraged It is recommended that the candidate possesses a Pennsylvania PE, but it is required that they and show demonstrated management and familiarity with PennDOT’s project development process for state and local projects and PennDOT’s project delivery systems including ECMS. 

- Knowledge of PennDOT’s Publications 9, 93, 408 and 740 is required strongly encouraged.

- The desired candidate should have at least 5 to 10 years of project management and project delivery experience and be willing to work in a collaborative team setting. 

- Successful candidate shall possess excellent written and verbal communication skills.

- Discipline strengths could include structural, highway or traffic engineering or a planning background and would be leveraged to support other projects as needed and available
