THE OPPORTUNITY:
The Under general direction of the Chief Program Officer, the VP of Outpatient Services is responsible in overseeing management of the various outpatient sites and reviewing/confirming sites are being run efficiently and productively, with a goal of ensuring each site maintains as high a daily census as possible. This work is carried out in support of the mission and goals of Samaritan Daytop Village.
ROLES AND RESPONSIBILITIES:
- Responsible for general oversite of 19 out-patient and community-based programs. These programs have a budget of about 30 million dollars and are licensed by OASAS, OMH, DOE and DOH. • Responsible for the hiring and supervising of the Program Directors for various IOS programs, CCBHC’s, Article 31, ACT and Integrated OTP’s.
- Assure the Program Directors maintain licensure/accreditation conformance to standards. • Evaluate and analyze program data to identify opportunities for strategic growth, staff improvement and education, and clinical and fiscal quality improvements.
- Ensure that each Program Director provides input into the site’s budget and utilizes monthly profit and loss statements to evaluate and ensure fiscal solvency of the center.
- Provide guidance and support to each Program Director in establishing a payer mix threshold and ensuring that the center operates within the established and agreed upon threshold.
- Assist the Program Directors and other senior staff in accurately measuring the effectiveness of services, the efficiency of services, services access, and satisfaction and other feedback from the persons served and other stakeholders.
- Work collaboratively with the Chief Clinical Officer and VP of Quality and Compliance to establish measurable key performance indicators.
- Supervise continuum of care and ensure sites are operating effectively through a system of measurement.
- Effectively manage staff to ensure optimal productivity and progress toward agency annual goals.
- Maintain expertise in organizational, and external policies and procedures (i.e. OASAS, OMH, DOH, and CARF standards) and supervise Program Directors in the effective carrying out of all policies and procedures.
- Responsible to see that quality assurance standards and regulatory requirements are met across the system of care and to see that all senior staff are informed of current procedures.
- Work collaboratively with the VP of Quality and Compliance to ensure that quality assurance plans and other required process control procedures are adhered to, so services meet the specified clinical and quality standards.
- Review non-conformance and recommend remedial actions including, but not limited to, modifications of processes, clinical services or quality assurance standards were warranted.
- Coordinate the provision of on-site training for facility managers, direct care staff and support staff in systems management activities.
- Work with the Chief Clinical Officer to ensure that staff and trained in evidence-based practices and that they are performed with fidelity.
- Monitor and implement peer review systems as requested.
- Represent the agency at various functions, meetings, and professional settings.
- Interface with the local community building mutually supportive relationships
QUALIFICATIONS:
- Relevant graduate degrees, such as a master’s in public administration, Public Health, Social Work, or other related fields.
- Ten (10 ) years management/leadership within OASAS 822 Outpatient and/or OMH regulated programs.
- Minimum Five (5) years demonstrated clinical experience in substance use and/or mental health treatment.
- Available to work a flexible schedule as needed in response to participant and staff needs. • Computer literacy including proficiency in Microsoft Office Suite and EMR.
- Strong program integrated modeling experience.
- Experience working directly with people from diverse racial, ethnic and socioeconomic backgrounds.
- Clear understanding of OASAS, OMH, DOH, CARF and other regulatory and accreditation standards affecting the complex array of agency services.
- Familiarity with CCBHC management • Ability to work effectively with managers, administrators, clinicians, physicians and other staff members across department lines.
- Ability to display exceptional oral and written communications skills. Dynamic public speaker possessing the ability to communicate with and gain the confidence of people from a variety of sectors and settings.
- Possession of excellent interpersonal skills and ability to work collaboratively across the organization with a high performing management team of senior professionals.
- Possession of strong analytical skills and experience with data analysis and the use of metrics to drive decisions and achieve strategic objectives.
- Strong organizational and process management skills.

MISSION CIRTICAL OBJECTIVES | YEAR ONE
- Managing CCBHC Clinics: Oversight of Certified Community Behavioral Health Clinics, which may include satellite clinics, ensuring they operate effectively and meet regulatory requirements and quality measurements while working with the Chief Clinical Officer and the VP of quality and Improvement.
- Conducting SWOT (Strengths, Weaknesses, Opportunities and Threats) Analysis: Assessing the Outpatient programs, identifying areas for improvement, and capitalizing on opportunities for growth.
- Maintaining Stability: Effectively managing programs and staff to maintain and high-quality continuum of services to the clients.
- Exploring new initiatives: Proactively identifying new programs, or services that align with the organization’s strategic goals and meeting community needs.
- Integrated Modeling: Create a cohesive and coordinated approach to outpatient care delivery, enhancing the patient experience, optimizing resource utilization, and improving healthcare outcomes.
- Overseeing program transitions: Managing programs, particularly those focused on substance abuse treatment and mental health needs while implementing new ideas around systems and efficiency.
Salary : $185,000 - $200,000
