Grants Administrator (Temporary) Six Month Position

About Customer Programs (CP)

The Customer Programs team implements a suite of programs with the goals of helping MCE’s customers save money and energy, electrify their homes and vehicles, and shift their electricity usage to times when prices are lowest and renewable energy is most abundant. These programs offer customers rebates, monthly bill credits, technical assistance and project management support and in some cases, no-cost upgrades. MCE’s programs have been supporting customers since 2013.

The Customer Programs Department consists of the following teams: CP Residential, CP Non-Residential, CP Energy Storage, and CP Compliance Operations & Reporting which this position would be a part.

As a Customer Grants Administrator

Under the direction of the Manager of Compliance Operations and Reporting, you ensure compliance with grant requirements across multiple funding sources, including the Department of Energy (DOE), U.S. Department of Housing and Urban Development (HUD), California Energy Commission (CEC), , California Public Utilities Commission (CPUC), California Strategic Growth Council, and other state and local grants.

Your primary role in this position is to ensure that all projects and activities funded by grants adhere to the grantor agencies' regulations, guidelines, and policies. To achieve this, you will work collaboratively across departments and utilize grant management and software and other tracking systems to accurately report on grant activities accurately. You will also work closely with program managers to submit progress reports, invoices, and other necessary documentation as required by grant agreements.

Your contributions will play a significant role in supporting high-quality demand-side management programs. In close collaboration with other team members, you may manage the work of technical and reporting contractors, ensuring that data is properly tracked, analyzed, and reported to meet grantor agency requirements.

Key Responsibilities (Illustrative Only)

  • Develop, implement, and refine policies, procedures, and systems to ensure grant-funded projects and activities align with federal, state, and local grantor agency requirements.
  • Collaborate cross-departmentally to establish and maintain efficient data tracking systems that enable accurate and timely grant reporting. t
  • Ensure compliance throughout the full grant lifecycle, including pre-award, post-award, and closeout, by proactively identifying and addressing compliance risks.
  • Prepare and submit required grant reports, including financial statements, progress reports, and other documentation in a timely and accurate manner.
  • Provide training and guidance to staff on grant compliance requirements, reporting expectations, and financial management best practices.
  • Develop and maintain strong relationships with grantor agencies, serving as a key point of contact for compliance-related inquiries and reporting

Qualifications

Required Skills

  • Strong understanding of grant compliance and reporting requirements across federal, state, and local grant programs.
  • Experience with grant management software and data tracking systems to monitor grant activities and ensure compliance.
  • Knowledge of accounting best practices related to grant-funded projects, including budget tracking, expense allocation, and financial reporting.
  • Strong technical and analytical skills to assess regulatory requirements and industry best practices related to grants compliance and administration.
  • Familiarity with grant and project management best practices, including lifecycle management, risk assessment, and performance tracking.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint), with the ability to analyze and create professional reports.

Education/Experience

  • Any combination of education and experience that would provide the knowledge and skills required to perform the duties of the position. Typically, a Bachelor’s Degree in business administration, public administration, engineering, environmental science, green building, planning, or a closely related field,
    • and at least five (5) years of progressively responsible experience in grant management.
    • Grant Management experience at an electric utility, local government agency, or private company that provides energy efficiency program services is highly desirable.
    • A proven track record of managing grants compliance for federal, California Energy Commission, and Department of Energy grants is highly desirable.
Knowledge Of

  • Data analysis programming languages are preferred, such as R or Python.
  • Federal, state, and local grant regulations specific to the energy efficiency, electric vehicles, climate resiliency, and clean energy sectors.

Ability to

  • Support the development of and implement new and revised policies and procedures to provide effective operation in assigned areas.
  • Negotiate and/or process contracts and related documents.
  • Use metrics to validate impacts.
  • Establish and maintain effective working relationships with people encountered in the performance of duties.
  • Manage multiple priorities and quickly adapt to changing priorities in a fast-paced, dynamic environment.
  • Take responsibility and work independently, as well as participate in team efforts.
  • Be thorough and detail oriented.
  • Work accurately and swiftly under pressure.

Compensation & Benefits

Competitive compensation based on candidate experience includes internet and cell phone stipends, paid sick leave, holiday pay and a mental wellness benefit. (Temporary Positions)

Starting Salary Range for the Temporary Grants Administrator is $50.00 - $80.00 per hour.
