Summary

The McHenry County Emergency Management Agency is looking to fill a brand new position in their office as a Resiliency Specialist.

This position is full time and located at the McHenry County Government Center at 2200 N Seminary Ave Woodstock IL.

Salary: $56,098 /-

JOB SUMMARY:

The Emergency Management Resiliency Specialist, under the general supervision of the Emergency Management Chief Deputy Director or designee will be responsible for, independently performs highly specialized and operational work developing, coordinating, and implementing resiliency (recovery and mitigation) plans, programs, and systems for enhancing and improving the county emergency management program.

ESSENTIAL JOB FUNCTIONS:

  • Serves as a subject matter expert on resiliency plans and programs for the County emergency management program.
  • Develops, implements, manages, and reviews resiliency programs, plans, and standard operating procedures for optimal capacity to lessen an impact and respond and recover from disasters efficiently and effectively.
  • Assists the Agency with all other planning activities.
  • Assists the Planner with Analyzing and compiling data and information, through development of the Illinois Capability and THIRA tool, individual research, and/or surveying techniques, relating to hazards, lessons learned, and current practices, and disseminate findings and/or incorporate results into resiliency plans and programs.
  • Prepares detailed reports and summaries relating to resiliency plans and projects based on analysis including, but not limited to, current plans, statutes, agency policies, statistical data, and technical materials.
  • Provides technical assistance and collaboration to the County departments and local municipalities City and external stakeholders in developing resiliency plans and programs to foster cohesive mitigation and recovery efforts.
  • Prepares a wide variety of materials from verbal and written instruction that are sensitive and at times classified.
  • Serves as a member of county Hazard Mitigation Planning Committees supporting development, implementation, and maintenance of plans, and supporting public and private departments, agencies, and organizations in mitigation and recovery efforts.
  • Assists with identification and support opportunities to engage the whole community and partners to foster best practices and strategic approaches to build a culture of preparedness through resiliency programs.
  • Assists with sourcing and management of planning and grant opportunities related to recovery and mitigation.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

  • High school diploma or GED; Associate degree in related field preferred.

Experience:

  • Three to five years of Emergency Management Agency experience, in lieu of degree.
  • Continuous job specific education required.

Licenses:

  • Valid driver’s license, commercial C/non-CDL preferred.

Necessary Certifications:

  • FEMA PDS

Desired Certifications:

  • IEMA IPEM
  • FEMA CEM
  • IEMA PDS
  • Amateur radio
  • Homeland Security Exercise Evaluation Plan

Other necessary requirements:

  • Must be available for 24 hour on-call response to perform emergency management duties and be able to travel to meetings and attend trainings that may require overnight stays or out of normal business hours.

Must be able to successfully pass a background screening.
