The Water Resource District Director provides professional leadership in planning, organizing, and efficiently operating, maintaining, repairing, and funding both a rural potable water system and a rural sewer system. This position is responsible for an O & M budget of $4.8M and five-year Capital Improvements Plan budget of $40 M . This position is located in Watford City, ND, scheduled for Monday – Friday, and reports directly to both the McKenzie County Water Resource District Board and the McKenzie County Board of County Commissioners. Level and salary commensurate with experience.
Essential Job Functions:
- Establish division goals, objectives and priorities; set goals and performance criteria; monitor and measure attainment of objectives, goals and priorities and implement corrective actions in project phases and objectives for the innovative and prudent management of the division's performance
- Plan, prepare and control annual and capital improvement budgets; review financial and performance data; present programmatic expenditure requests; prepare and authorize contracts with outside agencies for maintenance of District facilities; evaluate proposals and award contracts in accordance with District/County policies and procedures
- Manage changes to the project scope, project schedule, project performance using appropriate tools and techniques as well as project costs using appropriate verification techniques
- Track project performance, specifically to analyze the successful completion of short and long-term goals, meet budgetary objectives and make adjustments to project constraints based on financial analysis
- Plan, direct, coordinate, and control the daily operation of the Water Resource District; including administration, financing, maintenance, operation, engineering, and construction. Approve, prepare, and direct design of water projects
- Responsible for the overall direction, coordination, and evaluation of staff; carrying out supervisory responsibilities in accordance with the organization’s policies and applicable laws; oversight of interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems
- Maintain an effective, highly motivated, and dedicated work force to carry out the work of the District
- Establish, review, maintain and interpret the District organization that makes the best use of all employees’ skills and talents, all other resources, provides effective and proper information flow, and establishes an effective procedure for complaint resolution
- Establish District policies relating to matters such as regulation, distribution and use of water, operation and maintenance standards, and standards concerned with construction of water storage and delivery systems.
- Develop and/or implement policies and procedures, forms, work methods, schedules, job priorities to be followed, and coordinate all Departmental work
- Works directly with appointed and elected Board members to, recommend implement current and long-range goals, objectives, plan and policies; attend and participate in Water Resource District Board meetings, professional organizations, and community meetings; prepare and present reports
- Reviews reports and operating data and compares them to established objectives and standards; ensures that appropriate measures are taken to correct unsatisfactory results
- Communicate with the general public, other County employees, outside contractors, elected officials, or others in order to supervise the Water Resources Department. Produces documents such as policies, methods, and procedures for improving productivity; develops plans and specifications for additions or revisions and special studies in the Department
- Enforces all aspects of an effective job safety program

Minimum Qualifications:
- High School Diploma or GED.
- 5 years’ supervisory experience at a management level with a local government organization, preferably in a utility environment.
- Knowledge of the principles and practices of water utility administration, planning, and organization.
- Knowledge of civil engineering and infrastructure planning
- Knowledge of rate determination and financing principles and practices relating to public utilities
- Knowledge of all water system components and how to safely maintain and repair all different types and sizes of infrastructure.
- Ability to conduct field inspections, read and interpret specifications on blueprints and schematic drawings, and make recommendations to resolve construction, maintenance, and
- Must possess or have the ability to obtain ND State certification as Class 2 Water Distribution Operator within 12 months of employment.
- Ability to conduct independent research, analyze data and draw conclusions, and prepare complex reports.
- Proficient with MS Office programs including Word, Excel and Outlook.
- Excellent communication and interpersonal skills.
- Valid driver’s license.
- Must be able to report to Watford City, ND daily at required schedule time.
- Or any equivalent combination of education, training and experience.
- Able to handle exposure to extreme weather conditions
- Must be able to lift up to 50 pounds, kneel, stoop, sit, walk extensively.
- Occasional exposure to moving mechanical parts, electrical currents, fumes, odors, dusts, poor ventilation, and intense noises.

Preferred Qualifications:
- Bachelor’s Degree in Civil Engineering, Hydrology or related field.
- Experience with ESRI ArcGIS, Trimble Terra Sync or other GIS software/hardware.
- Experience with Bentley WaterGems/WaterCAD, KY Pipes or other water modeling software.
