Salary Range: $77,521.60 - $94,993.60 (DOQ)
Definition: The purpose of this position is to plan, direct, and supervise 911 Dispatch Center.
This is accomplished by providing Center supervision and representing Center at meetings and committees. Other responsibilities include providing Financial Operational Planning; managing Technology projects; and performing other duties as needed.

- Provides supervision by planning, organizing, directing, coordinating, and controlling supervisor and employee activities; assuring policies and procedures are followed; assigning work and outlining objectives; furnishing training and advice; developing and installing performance standards; interviewing, recommending hiring, disciplining, recommending promotions, recommending terminations, approving payroll, and reviewing performance of employees.
- Attends meetings and serves on committees by representing center at local, State, Tribal, or Federal governmental meetings and various conferences; attending neighborhood watches; serving as affiliate on New Mexico Association of Counties; attending Crime Stoppers meetings; working with county and community agencies; providing quality assurance for EMS; and working with the Local Emergency Planning Committee.
- Provides Financial Operational Planning by developing specifications and estimates of workforce requirements, equipment, material, supplies, services, and funding for annual budget preparation and staffing proposals; preparing supporting documentation; working with Finance for grant funding; and making budget adjustments.
- Manages technology projects by providing information, updates, and training; managing telephone and 911 recording system equipment installments; serving on upgrade committees for towers, radios, and equipment; managing current facility and design; writing MOUs and JPAs; requesting equipment; and maintaining project budgets.
Minimum Qualifications:
- Bachelor’s degree in Business Administration, Public Administration, Criminal Justice, or related field.
- Three (3) years of experience in a 911 Communications Center or Public Safety with management/supervisory responsibilities.

Preferred Qualifications:
- Certified 911 Dispatcher
- Seven (7) or more years of experience in a 911 Communications Center
- Experience working in local government.
Certificates and Licenses:
- Must possess a valid Driver’s License at time of employment and be insurable for liability purposes; and the ability to possess a New Mexico Driver’s License within six (6) months of hire date.
Knowledge/Skills/Abilities:
- County policies and procedures.
- Principles, regulations, and practices of E911, Radio, and Homeland Security operations, policies, and procedures.
- Public safety communication’s environment, demands, requirements and related laws, regulations, and systems.

- Communicating effectively verbally and in writing.
- Developing and administering budgets and monitoring departmental expenditure.
- Supervising, leading, and delegating tasks and authority.
- Utilizes a personal computer with word processing, spreadsheet and related software with reasonable speed and accuracy.
Supervisory Controls: Subject to an employment contract; the incumbent performs under the administrative supervision of the Deputy County Manager who furnishes policy guidance and sets major program objectives and goals. The incumbent conducts assigned responsibilities independently, exercising leadership and managerial ability in planning, implementing, executing, and evaluating Dispatch Authority programs and activities. Situations that involve highly controversial or politically sensitive issues are discussed with the Deputy County Manager, and possibly the board subsequently, prior to initiating actions. The work of the incumbent is reviewed and appraised for adherence to established policies, laws, rules and regulations, meeting of program objectives and evidence of exercising sound management principles and practices. Any conflict between the job description and the employment contract; the contract will supersede.
Guidelines: Guidelines include Federal, State, local and tribal laws, statutes and ordinances, departmental rules, regulations, and procedures concerning law enforcement, fire suppression and emergency medical radio communications and transmissions; Enhanced 911 standard operating procedures; administrative, financial, personnel and procurement rules and regulations and general management principles and practices. Experienced judgment must be applied in the selection, interpretation, and application of the proper guidelines.
Working Conditions: The majority of the work is performed in well-lit, heated, and air-conditioned office or conference room settings with even floors that are carpeted and tiled. Will be frequently required to drive a vehicle to meetings, seminars, conferences, etc.
Other Requirements: The incumbent of this position must reside within McKinley County to be able to respond to emergency situations within a reasonable period of time.
Conditions of Employment: Incumbent may be required to pass a conditional post-offer of employment Physical Examination. Incumbent may be required to pass a conditional post-offer of employment Drug Analysis Test. Incumbent may be subject to annual physical examination. Incumbent is required to pass a background check from the National Criminal Information Center. Incumbent may be subject to an annual drug analysis test.
