Position Summary

Under the supervision of the Chief Deputy Auditor-Treasurer, this position supports the License Center by efficiently and effectively serving the public by evaluating, preparing, and processing Motor Vehicle Titles and Registration Applications; Minnesota Drivers’ License and Identification (I.D.) Card Applications; Department of Natural Resources (DNR) Recreational (snowmobile, ATV, and boats) Vehicle Titles and Registrations; Game and Fish License; and Vital Statistics/Records. This position works in a fast-paced License Center and performs front counter customer service duties.

Supplemental:

  • The 2025 salary range for this position is $18.39 to $27.59 per hour depending on experience.
  • Applicants without relevant experience should expect to start at $19.50/hr.
  • Position will remain open until filled or eligibility list is established.

  • This full-time position offers a comprehensive benefits package, including medical, dental, and life insurance, as well as paid holidays, sick leave, and vacation. Regular work hours are Monday through Friday, 8:00 AM to 4:30 PM.

Essential Functions/Responsibilities

The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Position Duties

  • Communicates and interacts positively, effectively and respectfully with employees, supervisors, individuals from other organizations, and customers. Provides professional and exceptional customer service by exhibiting a pleasant and helpful disposition to all individuals.
  • Greets and answers questions in a friendly and professional manner, both in person and over the telephone.
  • Processes licenses, registrations, titles, identification cards, and renewal documents.
  • Prepares, completes, and submits daily and monthly state reports.
  • Handles payment of fees, records transactions, issues receipts, deposits fees, reconciles records, and balances the cash drawer.
  • Maintains birth, marriage, and death records. Issues and processes appropriate forms. Verifies application standards before acceptance and data entry.
  • Promotes a diverse, culturally competent, and respectful workplace.
  • Performs the physical and mental demands of the position.
  • Respond to public inquiries and requests regarding titles, registrations, licensing, births, and deaths.
  • Determine, review, and verify documents to verify information eligibility and monitor fraudulent activity.
  • Enforce data privacy with relation to the Department of Public Safety records.
  • Handles payment of fees, records transactions, issues receipts, deposits fees, calculates sales tax and sales exemptions, and reconciles records department-wide.
  • Examines documents for regulated compliance, completeness, consistency, requirements, and accuracy.
  • Support local, state, and national elections.

Non-Essential Functions

  • Perform job-related duties as assigned or apparent, including but not limited to preparation of daily reports, data entry, reception support, election support, finding resolution to problems or complaints, replenishing supplies, and processing mail.
  • Maintains an accurate inventory of supplies, licenses, and forms for the License Center and area dealers and vendors.
  • Trains and mentors new staff as requested.

  • Ability to communicate effectively and courteously in person, over the phone, and in written correspondence with all people.

  • Ability to determine and maintain confidentiality.
  • Ability to determine and apply discretion, judgment, and organizational skills to a variety of projects, assignments, and situations.
  • Ability to work under fast-paced conditions and multi-task effectively.
  • Knowledge of web-based applications and the Microsoft Office suite.
  • Knowledge of principles and practices of bookkeeping and accounting, including cash handling and balancing cash drawers.
  • Ability to read, speak, and write English clearly.
  • Ability to effectively communicate, listen, and understand on the phone to carry out verbal and written instructions.
  • Ability to proofread for spelling.
  • Ability to type 40-50 words per minute accurately.
  • Ability to learn, understand, and interpret the State of Minnesota Motor Vehicle certifications, regulations, policies, procedures, and laws.
  • Ability to concentrate and perform detailed work in an environment with high involvement from customers at the counter and over the phone.
  • Ability to effectively handle stressful situations in a fast-paced environment with constant activity and the pressure of deadlines.
  • Available to work a flexible schedule.

Minimum Qualifications

Education and Experience

  • High school diploma/ GED, AND
  • Two (2) years of customer service/clerical experience.
  • Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.

Required Certifications/Licenses

  • Valid Minnesota Driver’s License with proof of insurance.
  • Must become a "Certified Title and Registration Professional" by the State of Minnesota Driver and Vehicle Services Division within 12 months of starting employment. This Certification must be kept current while employed as a License Clerk.
  • Must obtain knowledge and certification of driver’s license and I.D. card laws, regulations, policies, and procedures.

Preferred Experience

  • Performed Deputy Registrar functions or similar responsibilities in the public/private sector.
  • Performed Vital Statistics functions.
  • General knowledge of basic accounting principles and procedures.
  • Fluent in understanding, speaking, and translating Spanish.

Relationships

  • Regular interaction with County and State of Minnesota staff.
  • Interaction with the public.

Supervisory Responsibilities

  • No direct supervision of employees.

Working Conditions

  • Work is mainly performed in an office setting.
  • Occasionally requires driving to county facilities and other sites in the state.
  • Extensive time sitting and using computer equipment on a continuous basis.
  • Continuous customer contact via telephone or walk-ins while adapting to a variety of new information, procedures, and situations.

Physical Requirements of This Position

  • Desk work involving the use of a computer, telephone, and other devices.
  • Communicate effectively with County staff, County Board members, and citizens.
  • Ability to read screens and documents.
  • Ability to drive in various light and weather conditions.
  • Ability to type and use a computer or mobile device.
  • Office work may include reaching for documents, grasping documents, standing, walking, kneeling, writing, repetitive motions, and sitting or standing for extended periods of time.
  • Lift and carry files and material weighing up to 25 pounds.
