What are the responsibilities and job description for the Project Consultant - Chief Quality and Value Officer position at MD Anderson Cancer Center?

The ideal candidate will have a RN license and / or have a Master's degree in Health Informatics or a related field.

The primary purpose this position, is to oversee, coordinate, plan, and direct projects focused on supporting strong performance in federal reporting and key strategic initiatives through the development of well-designed, thoughtful, clinical workflows. The role requires a thorough understanding clinical and electronic health record workflows to facilitate data extraction for reporting in federal and other programs and ensure that workflows are designed to support the regulatory requirements and strategic aims of the organization.

This role requires an understanding of health care policy, CMS regulations, federal incentive programs (MACRA / MIPS), MIPS Value Pathways (MVP), SEER / staging programs, and cancer registries. Strong candidates should have experience in the healthcare industry and working in a physician group practice (private or academic) and a documented history of using workflow changes to drive performance improvement projects. Experience in project management and data analytics is also desired.

JOB SPECIFIC COMPETENCIES

Technical and Clinical Expertise
Ensures that required quality measures are delivered per federal, state and regulations.
Identifies clinical quality metrics to meet reporting requirements while maintaining alignment with organizational quality goals.
Works with clinical stakeholders to adjust workflows to meet both organizational clinical objectives and quality reporting objectives.
Applies clinical knowledge to provide context and guidance to measures.
Serves as a clinical resource in metric development and data abstraction.
Facilitates and assists with development and maintenance of clinical metrics and participates in the development and design of abstraction tools and methodologies.
Works with the data reporting team to develop processes and automations for reporting measures.

Reporting Measures

Participates and provides administrative support for the Steering and Strategy for Reporting Metrics Committee (SSRM) for MIPS (Merit Based Incentive Program). Responsible for overseeing the modeling of quality measures and provide strategies to maximize score.

Maintains overall knowledge of healthcare policies and CMS (Centers for Medicare & Medicaid Services) programs, surveys and regulations.

Serves as liaison between the institution and CMS to clarify questions regarding financial rules, calculations and deadlines.

Demonstrates ability to interpret MIPS measures and communicate goal to stakeholders and teams.

Works with organizational leadership to determine clinical priorities and select measures that will drive improvement and successful performance.

Responsible for CMS / MIPS applications and submissions through electronic portal system.

Involvement with other Federal reporting metrics for CGCAHPS, HCAHPS, MIPS Value Pathways and oncology care measures.

Evaluates potential new certification programs and advises on benefits to participation.

Participates in SEER program initiatives that include interoperability between EHR's, tumor and cancer registries, and vaccinations / immunizations.

Ensures organization is up to date with any changes in federal reporting requirements and develops plans to adjust clinical workflows, data extraction and reporting to ensure performance is maintained.

Communicate effectively with team members including physicians, coding, IT, quality, and operations staff.

Project Management

Actively engages in identify opportunities to improve quality of care.

Collaborates with Clinical Leaders and Stakeholders to develop and implement quality improvement projects, including workflow adjustments to meet clinical and reporting objectives.

Provides effective project management with project definition inclusive of :

o problem quantification, aim, measures, timeline and deliverables

o Baseline and post intervention data graphically displayed

Meets project deliverables in accordance with target timelines.

Monitors for improvement sustainability utilizing outcome and process measures

Documents project progression and provides updates and reports as needed

Communicates timely, professionally and effectively with faculty, senior administrators and key stakeholders.

Coordinates and participates in meetings with key stakeholders to optimize scores and process improvement initiatives.

Master's degree in Health Informatics, Healthcare Administration or related field. Three years of experience in Health Informatics or EHR System Management. Three years of performance improvement work, research or consultant experience, to include survey methodology, data base research and statistical analysis. Nursing background is preferred.
