The MDI & Ellsworth Housing Authorities (MDIEHA) is looking for an Assistant Property Manager to join its Property Management Team. Property Managment personnel maintain a large portfolio consisting of properties located on Mount Desert Island and in the Ellsworth area. The majority of our properties serve the elderly and disabled populations, while we also have a growing Work Force Housing portfolio managed by MDIEHA's non-profit, the Acadia Community Association (ACA).
The Assistant Property Manager position is responsible for providing assistance and direct service to elderly or disabled residents throughout Hancock County. This position is responsible for providing management of multiple affordable housing properties and will oversee a case load of 150 to 200 units. As a member of the Property Management team, you will ensure that properties operate at acceptable performance levels in all areas of assessment to include tenancy, finance, and safety.
The right candidate for this role will have excellent customer services skills, the ability to multitask, and be able to trouble shoot the various scenarios that will arise. A clean driving record is a must.

Essential Job Functions
- Conduct orientation of prospective program participants as required by HUD and Authority Policy
- Complete initial move-in process: Show units, sign leases, turnover keys, and complete move-in inspections
- Field and respond to tenant concerns and requests, as well as lease compliance issues
- Document and maintain public housing files
- Complete and maintain monthly reporting: PIC, Tracs, late rents, etc.
- Process certifications and interim certifications for public housing clients
- Learn and help maintain tenant files with Rural Development rules and regulations
- Collect rent and all applicable fees and/or resident charges, track delinquent accounts, arrange payment agreements, initiate and follow through with legal proceedings for nonpayment and cause evictions
- Schedule apartment showings, hearings, and assist tenants
- Manage the day-to-day operations of properties in partnership with Maintenance and Resident Service departments
- Complete move-out inspections and assess damage charges in conjunction with Maintenance staff
- Develop and ensure compliance with all Housing Authority policies and procedures, including Fair Housing and Reasonable Accommodations
- Develop understanding of and ensure compliance with all relative regulatory agency rules and regulations
- Coordinate turnover and lease-up with Director of Maintenance
- Communicate with Maintenance personnel regarding work orders, capital and property improvements, inspections, preventative maintenance programs, and resident issues
- Monitor building and ground maintenance performance and assess safety, security risks, and capital needs
- Maintain resident confidentiality
Skills
- Ability to accept and/or implement change as it occurs (i.e., regulations, policies, organizationally, etc.)
- Operate and maintain office equipment to include familiarity with Microsoft 365 and Adobe products. PHA Web experience preferred.
- Ability to express oneself clearly and concisely, both orally and in writing
- Familiarity with facilities management
- Familiarity with Federal Programs to include Public Housing, Multifamily, and USDA-Rural Development.
