MDW Associates is seeking a highly qualified Deputy Program Manager to provide support to the Comptroller Office of our Defense Advanced Research Projects Agency (DARPA) client. DARPA's mission is to maintain the technological superiority of the U.S. military and prevent technological surprise from harming our national security by sponsoring revolutionary, high payoff research that bridges the gap between fundamental discoveries and their military use. MDW's specific client, the DARPA Comptroller, is the nucleus of "corporate" fiscal activities. Current government requirements are for staff to work remotely, however the requirement may potentially change in the future.
The Deputy Program Manager may perform a combination of some or all of the following activities:
- Work with the contract PM to ensure that its staff is fully trained in all DARPA specific policies and procedures. The contractor shall ensure that its staff is able to complete the required day-to-day functions to maintain the DARPA financial management and accounting system. The contractor shall also ensure full functionality, maintain Standard Operating Procedures (SOPs), and ensure changes to DARPA business practices are communicated to other Core Agency Financial Management Support team members.
- Manage trained personnel to ensure effective and efficient day-to-day business operations in accordance with standard accounting practices. Personnel shall be proficient in general business tools and software, accounting practices, and in DARPA specific operations (software applications and operating procedures).
- Provide oversight of the financial management processes to verify their staff is providing accurate and responsive support. Whenever deficiencies are uncovered, the PM will take corrective actions to resolve deficiencies and provide a weekly summary of the outcome.
- Perform monthly quality control (QC) checks of all tasks covered in the PWS and incorporate feedback in the monthly status report at a minimum and during weekly COR meetings.
Required Experience/Skills:
- The candidate shall have a minimum of ten (10) years of general experience in: training and mentoring; analyzing and evaluating complex textual and/or quantitative information in order to make comparisons among alternatives or to make recommendations for corrections or improvements in process, operations, or policies; experience with automated systems to include database maintenance and reporting; the ability to extract and report reliable data; sound oral and written communications skills; experience communicating with various levels of personnel; and ability to anticipate, project, and plan accordingly.
- The candidate shall have five (5) years of specialized experience in: management experience in similar services; knowledge of accounting principles and DoD financial policies and directives; the ability to analyze and prepare financial documents in compliance with the DoD Financial Management Regulation (FMR); and ability to identify and resolve complex problems.
