JOB SUMMARY

This position performs professional planning, inspection, GIS, code enforcement, and floodplain administration functions. An incumbent in this position may be designated "Senior Planner."

MAJOR DUTIES
Reviews applications for building, septic system, approach, sign and billboard, and earth disturbance permits for compliance with ordinances, state statutes, and federal guidelines and for compliance with relevant building codes; reviews structure placement as pertains to easements, floodplains, and other hazards; verifies contractor licenses; enters information into software system; receives and records related fees; tracks permits through the review process.

  • Provides information to property owners, builders, contractors, and other related to the permitting, review, and inspection process.
  • Reviews plat submissions and variance requests for compliance; proofreads plats for technical issues; uses GIS to review for any missing drainage, floodplain, road district, or other relevant information.
  • Posts meeting information as required by county policy and state statute; presents items at Planning Board meetings.
  • Generates mailing lists as needed for subdivision and variance requests.
  • Performs GIS functions; maps new subdivision and land divisions; adjusts parcel labels, TIF districts, emergency services districts, city limits, and platting jurisdictions.
  • Creates and assigns 911 addresses and reassigns incorrect addresses.
  • Creates a variety of maps for internal and external customers.
  • Schedules and conducts building code inspections and septic inspections to ensure compliance with codes and ordinances and with state laws.
  • Investigates nuisance complaints; photographs evidence; sends certified letters and requests law enforcement service as needed; testifies in court.
  • Compiles a variety of statistical reports for internal and external agencies.
  • Assists with FEMA floodplain administration functions; answers questions from the public; processes floodplain development permits; assists in the compilation and review of audit materials.
  • Performs related duties.

  • Skill in preparing clear and precise reports, reading maps, charts, and surveys.
  • Skill in problem solving and in prioritizing and planning.
  • Skill in interpersonal relations and in oral and written communication.
SUPERVISORY CONTROLS
The Planning Director assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES
Guidelines include the International Building and Residential Codes, South Dakota state statutes, FEMA regulations, 911 addressing standards, and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied professional planning duties. Coordinating activities with a variety of stakeholders contributes to the complexity of the position.
  • The purpose of this position is to provide professional planning support for county operations. Success in this position contributes to the positive growth and development of the county and to the enforcement all relevant statutes, codes, and ordinances.

  • Contacts are typically with coworkers, other county employees, attorneys, representatives of municipal governments, FEMA representatives, surveyors, developers, engineers, landowners, realtors, and members of the general public.
  • Contacts are typically to exchange information, resolve problems, justify matters, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee climbs ladders and must distinguish between shades of color.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.

MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain State of South Dakota wastewater system installer and code enforcement certifications.
