Job Description : \n\nSalary : MECA Therapies is looking for a Home Visiting Manager to join our professional team. MECA Therapies is the largest pediatric rehabilitation provider in the state of New Mexico. PositionDescription : The Home Visiting (HV) Manager plays an essential role in overseeing and managing MECA Therapies' Home Visiting Programs, ensuring seamless operations and the delivery of effective services to families in alignment with the 2024 New Mexico Home Visiting Program Standards and Parents as Teachers Quality Standards. Collaborating closely with the Regional Director, the HV Manager organizes, facilitates, and coordinates all program activities, including data collection and analysis, reporting, budget tracking, and community engagement. Additionally, the HV Manager provides administrative supervision and reflective support to home visitors. Home Visitor / Parent Educator : Provide comprehensive, culturally competent, and family-centered home visiting services to families prenatally and with young children following the 2024 New Mexico Home Visiting Program Standards, Parents as Teachers (PAT) Essential Requirements, and PAT Quality Standards. The primary role is to support parents as their child's first and most influential teachers, ensuring the physical, emotional, and cognitive development of their children. Additionally, the Home Visitor / Parent Educator will promote safe and nurturing relationships between young children and their caregivers, implement strategies to prevent adverse childhood experiences, and promote overall wellbeing. Education andExperience : Bachelors Degree preferred in Social Work, Counseling, Early Childhood Development, Infant Studies, or in a related field approved by the Early Childhood Education and Care Department (ECECD) Program Manager or four to ten years related experience and / or training; or equivalent combination of education and experience. Requirement to obtain a Level I or higher Infant Mental Health Endorsement within two years of hire. GeneralRequirements : Managerial experience Proficient computer skills in Microsoft Windows, Excel, database management. Proficient organizational and record keeping skills. Proficiency in maintaining detailed and accurate records. Evidence of the practice of a high level of confidentiality. Effective oral and written communication. Excellent interpersonal, communication, teaming, and coaching skills. Ability to work independently and as part of a team. IMH Certification within 2 years of hire Strong understanding of early childhood development. Ability to train clients, family members, and professionals. Completion of online and in-house Home Visiting trainings Ability to build relationships and work effectively with diverse families. Ability to travel to conduct home visits. Valid driver's license and reliable transportation. Ability to lift and carry materials up to 20 pounds. Work effectively in home settings, potentially exposed to various environmental factors. Adaptability to a flexible schedule to accommodate the needs of families, including occasional evenings and weekends. ESSENTIAL DUTIES : Home Visiting Manager : Develop and implement program procedures in collaboration with the Lead Home Visiting Program Manager and / or Regional Director. Assist Lead Home Visiting Manager and Regional Directors with management and administration of the Home Visiting Component. Maintain documentation for disciplinary actions needed to be taken with staff and communicate / coordinate timely with Lead Home Visiting Program Manager and / or Regional Directors. Participate in interviews for potential HV employees / subcontractors. Assist in the development and completion of all requests for proposals, grants, and contract negotiations for HV Program in collaboration with Regional Director. Receiving, reviewing, and informing MECA management team of all state and federal communications related to HV contracts and services. Oversee the development of positive outcomes and goals based on screenings, assessments and selected curricula that are focused on strengthening the parent / caregiver-child relationship. Attending the Early Childhood Education and Care Department (ECECD) HV Monthly Data Review, Standing and CQI Quarterly and Consultation Meetings. Attending Weekly and Monthly MECA Leadership / managerial meetings. Marketing and promote the Home Visiting component within the community in collaboration with the Care Coordinator and Regional Director Attending Parents as Teachers (PAT) meetings Developing and maintaining an ongoing recruitment plan that ensures early identification of pregnant women and families who may benefit from home visiting services.Provide training and support to Home Visitors / Parent Educators on programmatic policies and procedures.Ensuring that all professional licensures and certifications are held and maintained by program / regional staff and personnel Conduct regular team meetings and provide field supervision. Provide and document at least two field supervisions for each HV annually.Receiving and disseminating updates / notices to staff regarding Home Visiting Programs through a variety of methods : at staff meetings, email, direct communication, memos, newsletters, etc. Ensure timely communication with Home Visitors of program updates and notices.Provide administrative supervision monthly for each home visitor in the respective region regarding family concerns, employee challenges and employee performance. Attend relevant meetings and promote the program within the community.Closely collaborate with Early Intervention team and regional director regarding referrals, FIT exits, MMT and IFSP meetings. Assist Lead Home Visiting Program Manager in planning topics, trainings, and Home Visiting program updates for MECA HV regional meeting. Managers to attend MECA HV regional meeting.Managers keep agenda and meeting notes for the assigned month.Assist in program development, Home Visiting policy and procedures annual reviews and trainings.Managers will assign tasks to Home Visitors with missing screenings and data. Generating weekly, monthly, and quarterly reports and compile, submit, and upload reports and information to designated files. Additionally, Managers will have reports ready to be reviewed with the Lead Home Visiting Program Manager and Regional Directors at the weekly Directors and Managers Meeting. Weekly Productivity (enrollment report)Weekly Data Review Output by Staff (All HV)Recruitment and Retention PlansStaff Development PlanIndividual Professional Development PlansPAT Reporting CHV ReportingCQI Reporting Any Reports using MAPS / or ECED database upon request. Referrals are received by Home Visiting Manager and are entered in all required platforms and assigned to appropriate Home Visitor. Managers will request status of referrals on a weekly basis from their Home Visiting staff. Other duties as assigned. Home Visitor / Parent Educator Services- In addition to the above, the HV Manager will also follow the same responsibility for assigned families on their caseload : Recruitment Efforts : Collaborate in marketing and promoting the Home Visiting component within the community during outreach events and within other community settings. Identify pregnant women and families with young children prior to kindergarten entry who may benefit from home visiting services. Determine the child and familys eligibility utilizing standardized selection and admission criteria. Home Visits : Conduct scheduled visits with family based on the needs identified in the family plan adhering to PAT model requirements. Deliver prenatal, post-partum and ongoing home visits to young children and their caregivers utilizing PAT curriculum or other program approved curriculum to provide parenting education, guidance on appropriate developmental activities and interaction to support school readiness. Use the PAT curriculum to plan and deliver prenatal, and parent-child activities that promote safe nurturing relationships to foster healthy child development. Customize interactions based on each family's needs, strengths, and challenges to improve prevention of adverse childhood experiences and promote wellbeing. Family Engagement and Support : Establish and maintain a trusting relationship with families. Provide parents with information, support, and encouragement around their childs development. Develop a transition plan with each family. Assist families in setting and achieving individualized family goals based on screenings, assessments and selected curricula that promote strengthening the parent / caregiver-child relationship. Facilitate access to community resources and support services. Participating in Transdisciplinary Team Approach (TTA) meetings for those children receiving Early Intervention services Attending Individualized Family Service Plan (IFSP) meetings for those children in Early Intervention services. Developmental Screening and Assessment : Conduct developmental screenings and assessments using approved tools. Interpret results with parents, develop appropriate action plans and provide appropriate resources. Monitor child and family progress, adjust plans, and follow up on provided resources as necessary. Group Connections : Assist in planning group connections to provide opportunities for parents to connect with one another and strengthen their parenting skills. Attend and facilitate discussions and activities during group connections, ensuring alignment with PAT guidelines. Data Collection and Reporting : Collect and enter data accurately into required data management systems. Maintaining family files with required and accurate records adhering to ECECD and PAT model file record requirements. Including maintaining family files onsite according to HIPAA requirements. Prepare and submit timely reports as required by program guidelines. Conduct family satisfaction surveys annually and at exit to inform practice and improve service delivery. CASELOAD ASSIGNMENTS The HV Manager will ensure that all caseload assignments are up to date and accurate by : Updating and reviewing HV / Parent Educator caseloads weekly Monitoring referrals by county vs. capacity (i.e.,1 or more stressors, 2 or more stressors.) Ensuring all HV / Parent Educators have caseload numbers as indicated on their contracts. Making adjustments to caseloads as needed Providing HV services to a minimum of two families PRODUCTIVITY The HV Manager will ensure that the program / region achieves the expected 100% productivity and fiscal performance goals on a weekly basis and submits productivity reports and projections to the Regional Director for review by : Tracking productivity reports weekly Communicating with staff regarding successes and challenges related to productivity. Achieving program referral / capacity goals Managers are expected to achieve 100% productivity performance goal set by MECA Therapies for their assigned cases. DOCUMENTATION The HV Manager will accurately collect data on children and families served and will ensure that the information is accurate and reliable as it relates to the operation and governance of the company by : Completing database training Ensuring all required HV data is properly input into the HV Database system. Generating reports from HV Database to monitor accuracy of data weekly. Maintaining active / inactive client list through HV Database Overseeing the closure of client files within 1 week of their exit date Ensuring that all documentation within database supports why the visit did not occur. STAFF DEVELOPMENT AND TRAINING The HV Manager will ensure that HV / Parent Educators are provided the necessary support, training, and guidance in their provision of services to the families served by : Mandatory attendance at all staff meetings and training.Obtaining Infant Mental Health (IMH) Certification within 2 years of hire.Staff who have completed or are pursuing their BA or MA degrees are required to engage in ongoing professional development and completion of degrees withing the specified time frame. Development of a Professional Development Plan during on-boarding and annually. Successful completion of all required Parents as Teachers (PAT) and New Mexico Home Visiting training sessions.Successful completion of all required Parents as Teachers (PAT) and New Mexico Home Visiting training Supervisor sessions.Active participation in ongoing professional development workshops and continuous learning opportunities, with a minimum requirement of twelve (12) hours of Professional Development per calendar year for all staff.Maintaining up-to-date knowledge of research findings and best practices in early childhood development and home visiting. These measures ensure that all Home Visiting staff are equipped with the necessary skills and knowledge to provide effective support while staying informed about advancements in the field. Additionally, the Home Visiting Manager will oversee the professional development of HV / Parent Educators, ensuring they receive necessary support and training. This includes : Monitoring Staff Development Plans with each Home Visitor / Parent Educator in collaboration with the Clinical Reflective Supervisor, Lead Home Visiting Program Manager and Regional Director.Overseeing that all Home Visitor / Parent Educators receive competency training required by the ECECD Home Visiting Program.Identifying local, state, and regional training opportunities for Home Visitor / Parent Educators to attend.Completing Home Visiting required online trainings noted in onboarding checklist. SUPERVISION Home Visiting Managers are required to participate in Reflective Supervision and Reflective Consultation groups at least two times a month for each. This involves : Scheduling Reflective Supervision sessions with MECA Therapies Clinical Reflective Supervisor a minimum of one time per month.Scheduling Reflective Consultation group sessions with ECECD reflective consultant a minimum of one time per month. Additionally, providing adequate supervision to Home Visitor / Parent Educators is crucial for effective service delivery, a responsibility that falls under the Home Visiting Manager's purview. Accompanying HV / Parent Educators on family visits (field supervision) a minimum of one time per year for Home Visitor / Parent Educators with 1 or more years experience and twice a year for new home visitors with less than one year of experie
