MACPAC, a non-partisan legislative branch agency that advises the U.S. Congress on Medicaid and CHIP policy issues, is seeking a Medicaid Payment and Financing Principal Analyst.

Knowledge and Skills
MACPAC hires applicants into positions in its analyst career ladder commensurate with experience and expertise. Individuals may be considered for more senior positions (Senior Analyst and Principal Analyst) if they are demonstrably:
  • skilled in conceptualizing, designing and leading Medicaid and CHIP policy analyses, including identifying important and timely policy questions, and marshaling evidence from multiple sources;
  • experienced in designing, directing, and conducting rigorous research projects on Medicaid and CHIP topics;
  • able to play a leadership role in development of MACPAC's research agenda by identifying focused lines of inquiry;
  • effective communicators orally and in writing on increasingly complex issues, organizing information and translating technical content for lay audiences;
  • able to ensure the quality of MACPAC work, including taking responsibility that a portfolio of work (including that conducted by external contractors and junior staff) meets organizational standards for being thorough, objective accurate, and nonpartisan; and
  • able to represent and speak on behalf of MACPAC in meetings with stakeholder organizations, researchers, government agencies, and others interested in MACPAC's work, including ability to speak on work beyond own portfolio.

Responsibilities:

Policy analysts conduct and lead MACPAC's analytic work on key policy issues affecting Medicaid and the State Children's Health Insurance Program (CHIP). Analysts focus on one or more aspects of the Medicaid and CHIP program while working collaboratively with other members of the policy team. They work under the direction of the executive director and policy directors. At the senior analyst and principal analyst levels, analysts are expected to conduct increasingly independent analytic work; principal analysts are expected to conceptualize and manage significant bodies of work, often involving other team.

We are seeking candidates with prior experience in Medicaid or CHIP who are:
  • able to identify and assess Medicaid and CHIP policy levers for addressing concerns related to access, quality, and cost of care, and developing policy options;
  • able to effectively communicate orally and in writing, translating technical information into clear and concise information for lay audiences;
  • able to produce work that is objective and non-partisan;
  • able to balance multiple tasks and work under deadlines, both independently and in collaboration with other team members;
  • apply subject matter expertise to the analysis of Medicaid and CHIP topics, including proposed policies and developing issues;
  • able to prepare analyses for technical support of congressional staff;
  • able to meet on Medicaid and CHIP topics with internal teams, Commissioners, and external stakeholders including congressional staff;
  • able to structure meeting materials and presentations to support decision-making by the Commission; and
  • able to respond to questions from Commissioners in real time on specific aspects of work and its implications.

Salary : $80,000
