Qualifications
THE OPPORTUNITY:
Reporting to the CFO/COO, the Chief Compliance Officer (CCO) role provides leadership in evaluating and mitigating the broad range of legal, ethical and financial risks inherent in operating the Medical Home Network and affiliate MHN ACO organizations for the ACO REACH Model, Medicare Shared Savings Program (MSSP) model, and MHN’s partner Wellness West. The CCO is responsible for implementing an effective Compliance Plan to reasonably prevent and detect violations of law, and to promote an organizational culture that encourages a commitment to compliance with the law. The CCO coordinates and communicates all assigned compliance activities, as well as plans, implements and monitors the day to-day operations of the ACO REACH and MSSP model Compliance Plans, and Wellness West. The CCO will have a dotted line reporting structure to the governing bodies of MHN’s ACO REACH and MSSP models, and Wellness West, on the activities and status of the Compliance Plan.
WHAT YOU CAN LOOK FORWARD TO:
- Maintaining and overseeing the various Compliance Plans, including compliance with all applicable policies and procedures, and regulatory requirements.
- Monitoring and oversight of multiple operational areas to ensure compliance with all federal and state laws, regulations, and standards, to include potential fraud, waste, and abuse concerns.
- Serving as liaison to Centers for Medicare and Medicaid Services (CMS) regulators including participating in standing meetings, coordinating inquiries regarding program standards, and reviewing and distributing program guidance to appropriate individuals.
- Handling and coordinating government audits and/or investigations regarding the participation in the ACO REACH and MSSP models.
- Working with ACO and MHN leadership to correct any deficiencies found as part of compliance monitoring and oversight to ensure that issues do not recur.
- Ensuring appropriate education and training around compliance requirements for all ACO and MHN personnel.
- Reviewing and finalizing all communication to program beneficiaries and participating providers to assure compliance with federal and state regulations.
- Serving as the Chair of the Compliance Committees, with reporting on compliance activities to that committee including developing appropriate compliance reports that communicate the status of the Compliance Plan to the Compliance Committee, CEO, and Governing Body.
- Developing, implementing, and updating an annual compliance risk assessment and monitoring and auditing program in accordance with the Compliance Work Plan including identifying solutions for risk mitigation as a result of such activities.
- Leading the development of standards of business conduct, and policies and procedures to promote compliance consistent with regulatory, legal, and contractual requirements including continually monitoring and evaluating adherence.
- Interacting directly with the applicable Governing Body, CEO, and executive and departmental management, Legal, State and Federal representatives and others as required.
- Maintaining open lines of communication with personnel at all levels and overseeing compliance 2 hotline.
- Participates in privacy and security activities for the enterprise.
- Assisting in compliance efforts on an enterprise-wide basis, such as oversight of enterprise-wide policies and procedures and acting as chair of the MHN Enterprise Risk Management Committee.
- Manage team of Contracts Compliance Manager and Compliance Analyst. Oversee compliance reporting, sanctions screening, investigations, and other compliance matters involving the MHN enterprise.
- Serve as the initial reviewer and approver of contracts and is the primary liaison to external Legal Counsel for contract and compliance related matters.
WHAT YOU’LL NEED TO SUCCEED:
- An undergraduate degree is required; focus on Business, Healthcare, Public Policy, Accounting, or other related area is preferred. A juris doctor is required.
- 10 years relevant industry experience. Certification in Healthcare Compliance (CHC).
- Proven success leading the development and management of compliance programs.
- Demonstrated ability to work in highly regulated environments.
- Extensive knowledge of CMS, ACO REACH and MSSP model regulations and guidance are developed.
- Knowledge of Medicare and CMS software application tools.
- Experience working closely with outside entities, including vendors, CMS, external association representatives, consultants, and other compliance professionals, to ensure compliance with federal and state regulatory requirements.
- Highly skilled in leading interdepartmental and cross-functional strategy development.
- Recognized as an effective, highly collaborative strategic compliance leader with superior interpersonal skills and the ability to generate enthusiasm, teamwork, collaboration, and a culture of accountability.
- Experience managing professional staff on multiple projects to ensure deadlines and objectives are met.
- Excellent oral, written and presentation skills, as well as conceptual and analytic skills necessary to comprehend and articulate corporate objectives and federal and state regulations across relevant audiences.
- Demonstration of utmost integrity in the handling of confidential materials and information.
