Responsible for overseeing and coordinating the quality assurance functions under direction of the EMS Chief Medical Officer. With focus on the First Responder Organizations ("FRO") and / or outcomes, conducting clinical quality investigations collaborating with EMS and FRO agencies; oversees and / or manages quality improvement projects; manages and maintains quality assurance databases and outcome related data bases and clinical registries; oversees the implementation and execution of clinical improvement plans; facilitates system quality initiatives with receiving healthcare facilities.
ESSENTIAL DUTIES & RESPONSIBILITIES

- Maintain outcome related data bases and clinical registries; maintain quality assurance databases.
- Lead and / or facilitate system quality improvement initiatives utilizing the "Model for Improvement" framework and Plan-Do-Study-Act ("PDSA") methodology in alignment with established clinical benchmarks and organizational goals.
- Collect, analyze, and validate clinical data for quality improvement purposes.
- Maintain confidentiality of protected health information as per current HIPAA laws during all clinical quality-related activities.
- Provide on-call coverage for On-line Protocol Guidance.
- Performs other related duties as required.
- Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's Personnel Rules and Regulations.

KNOWLEDGE, SKILLS & ABILITIES
MINIMUM JOB REQUIREMENTS
Bachelor's degree in related field (emergency medical services management, healthcare administration) and three (3) years' experience as a paramedic in the MAESMA system, or at least five (5) years' experience as a paramedic in a busy 911 system.
OTHER REQUIREMENTS
Advanced credentialing requirement.
Completion of IHI Basic Certificate in Quality and Safety within one (1) year from date of hire.
Completion of NAEMSP Quality and Safety within one (1) year from date of hire.
No exclusion by the OIG to participate in Federally Funded Health Care Programs.
Possession of, or ability to obtain, an appropriate, valid Texas driver's license.
