The Regional Emergency Management Officer is a professional position for emergency management at the market/region level. As a safety and emergency management professional, this position will exercise responsibility and accountability for coordinating, collecting, disseminating, and intervening in a manner that anticipates, prevents, identifies, evaluates, and controls hazards as well as mitigating, planning for, responding to, and recovering from disasters. This role maintains continuous survey readiness through compliance with regulations from a number of regulatory agencies, including The Joint Commission (TJC), the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA), the National Fire Protection Association (NFPA), and identified industry best management practices (BMP). Through regular meetings, education, and surveys this position will initiate direct contact with regional directors, safety officers, facility team members, Ascension associates, and regional and state emergency management organizations. This position requires approximately 50% travel.

The position is located at Sacred Hearts Hospital - Pensacola, FL.

Responsibilities

Emergency Preparedness Planning, Design, and Implementation:

  • Plans, organizes, leads, and manages all activities related to emergency preparedness and disaster planning.
  • Assists with design and implementation of ongoing department specific training regarding emergency preparedness.
  • Ensures plan meets Federal, State, and other regulatory requirements.
  • Plans and facilitates emergency preparedness drills including local emergency services.
  • Serves as liaison between administration and local officials during actual times of disaster.
  • Coordinates capital and operational budgetary requirements.
  • Support local safety officers in emergency management, as well as oversees and assures compliance with the Emergency Management standards pursuant to accreditation standards (including Joint Commission), and all Local, State, and Federal Emergency Preparedness regulations, policies, guidance, and best practices.
  • Ensures that the system-wide Emergency Operations Plan (EOP) and supplemental materials are up to date and effective including all reporting, drills, and hazard vulnerability analyses.
  • Assures the summaries of these activities and action reports are conveyed to the appropriate committees, and ultimately the Governing Body.
  • Leads a continuous improvement process that identifies deficiencies and opportunities for improvement, uses them to inform exercise goals and objectives, and measures the effectiveness of improvements made.
  • Facilitates the annual Threat and Hazard Assessment procedure that prioritizes efforts related to risk.
  • Serves as liaison for the Emergency Management activities of the organization with internal and external departments and agencies, proactively developing relationships and ensuring effective collaboration and coordination; this includes HICS Command Center activations and drill activations, supporting effective orientation and education to Command Center participants.
  • Improves organizational resilience by utilizing a long-term planning approach for planning exercises and process improvement activities.
  • Develops, maintains, and drills the Incident Command System for the organization; including internal and external disaster drills.
  • Oversees coordination of training for all levels of personnel on emergency disaster response.
  • Assists Safety Officers, departments, units, and programs system-wide in developing, understanding, and effectively operationalizing the emergency management plans specifically applicable to them, their roles, and responsibilities in the overall organizational EOP.
  • Coordinates efforts and activities with the site Safety Officer.
  • Establishes operational capabilities in accordance with the National Guidance for Healthcare System Preparedness.
  • Chairs or co-chairs the organization’s Emergency Preparedness Committee, responsible for preparing agendas, ensuring appropriate meeting content, presiding over meetings and recording minutes.
  • Coordinates the activities of the Emergency Preparedness Committee with the Environment of Care Patient Safety Committee and other groups as appropriate.
  • Participates in district Hospital Preparedness Planning Committee events, planning and drill activities, as well as State and Federal activities.

Policy And Procedure Support

  • Provides policy and procedure interpretation and education as it applies to the Emergency Management Plans.

Document Management

  • Maintains and continuously improves the Emergency Management Plans ensuring that compliance with regulatory standards and implementation at the health care system.
  • Maintains regulatory readiness documentation, ensuring system is in compliance with regulatory standards.
  • Retains policies and procedures related to Emergency Management Plans.

Qualifications

Education and Work Experience:

  • Bachelor’s degree, preferably in Emergency and Disaster Management or other safety related field, is required.
  • Relevant certifications in areas of Environmental/Regulatory compliance and safety - required.
  • CHRP, CEM, CHSP - preferred.
  • At least five (5) years of emergency management or related experience - required.
  • Experience in healthcare emergency management, safety program development, and administration and education - required.

  • Must be able to work in a stressful environment.
  • Review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and solve practical problems.
  • Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: interpret resulting data; standards for design and construction; electrical codes; hazards and safety precautions.
  • Analytical skills to comprehend and interpret complex regulations, perform data analysis, and communicate results to others is required.
  • Strong interpersonal and conflict management skills.
  • Organizational and project management skills.
  • Ability to develop policies and procedures.
  • Ability to oversee emergency management programs across multiple facilities.
  • Ability to coordinate emergency management response efforts during an emergency.
