Job Description
SUPERVISES: MnCHOICES, Elderly Waiver, and 65 PMAP Case Management
The Human Services Manager is responsible for administering a defined social services function, process, program or service that directly supports the day-to-day operations of the human services of the County. Responsibilities may include supervising staff; assessing program compliance with regulations; overseeing reporting requirements to maintain services; ensuring efficient and cost-effective delivery of programs; assisting with budget; implementing programs and services; and providing direction in crisis situations in the absence of other staff. This position will be primarily working with the Child Protection, Child Welfare, Children's Mental Health, Intake, and Foster Care Licensing programs.
Job Responsibilities
ESSENTIAL DUTIES:
Manages professional and support staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations for assigned program personnel.
Manages the activities of assigned programs, which includes developing, planning, coordinating, reviewing, and approving assessments and case plans; administering and evaluating programs, processes, procedures, systems, standards, and/or service offerings; monitoring compliance with contractual requirements, and Federal, State, and local laws, regulations, codes, and/or standards.
Assists with developing departmental and program budgets, to include monitoring expenditures, researching and analyzing financial and operational information, preparing cost estimates and financial projections, making budget- and purchase-related recommendations, and ensuring efficient and cost-effective delivery of programs.
Coordinates with community groups, service providers, and other internal and external staff, departments, and/or agencies; serves on committees; and attends meetings, conferences, and court hearings to conduct negotiations, resolve and address operational or staff issues, testify in court, respond to complex and escalated complaints, and/or coordinate and facilitate related program and departmental operations.
Coordinates the preparation of and prepares, maintains, and reviews case plans and files, contracts, ad hoc and other reports, grant applications, and other documentation; reviews documentation prepared by staff; and ensures informational accuracy and compliance with applicable regulations, policies, and procedures.
Performs other duties of a similar nature or level.
Education and/or Experience
TRAINING AND EXPERIENCE REQUIREMENTS:
Master’s degree in Social Work or a related field and three years of supervisory experience is preferred, or,
Bachelor's degree in Social Work or related field and four years related experience, or an equivalent combination of education and experience.
LICENSING REQUIREMENTS:
Incumbents in this class typically require:

PHYSICAL REQUIREMENTS:
Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
Incumbents may be exposed to environmental conditions, such as, challenging behaviors, imminent danger, and threatening environments; incumbents may also be expected to travel to external locations/organizations.

2025 Salary Information: GRADE LEVEL: 0D61 – ANNUAL SALARY: $81,723.20-$109,844.80
