What are the responsibilities and job description for the Geospatial Intelligence (GEOINT) Departmental Requirements Officer (DRO) position at MELE Associates, Inc.?
MELE Associates is looking for a candidate to support the DOE Office of Intelligence and Counterintelligence. They shall provide GEOINT national technical means and commercial collection requirement systems expertise and support. The individual shall be responsible for assisting in the planning and organizing of integrated, GEOINT collection strategies using complex, coherent and systematic intelligence collection campaigns employing national, and theater assets against nuclear and energy-related targets world-wide. The individual supporting this position shall report to the Director, Analytic Support Division.
ESSENTIAL FUNCTIONS
The individual shall be responsible for assisting in the planning and organizing of integrated, GEOINT collection strategies using complex, coherent and systematic intelligence collection campaigns employing national and theater assets against nuclear and energy-related targets world-wide. They will work with a team of discipline specific and all source collection managers to develop multi-discipline, department level collection strategies in both complex and comprehensive generic templated approaches, as well as specifically focused ad- hoc methods. Specific duties include:
- Write, review, and submit GEOINT collection requirements in support of single and all source IN analysts.
- Provide expert GEOINT collection management and requirements analysis on assigned target
- Develop and present intelligence collection management strategies and
- Work effectively as a member of a diverse team, accepting and giving effective feedback, and collaborating with other collection managers across the IC.
- Coordinate DOE GEOINT requirements within the GEOINT Requirements Subcommittee
- Participate in reviews and assessments of current intelligence tools, processes, tactics, techniques, and procedures.
- Exploit and manipulate GEOINT databases and database query
- Populates and updates national and local GEOINT databases and web
- Conduct strategic collection planning and assessments of the effectiveness of GEOINT

MINIMUM QUALIFICATIONS
- Have a minimum of eight (8) years of experience in GEOINT collection management and/or analysis and production at the tactical, strategic or national level required.
- Have a strong technical background and understanding of GEOINT tasking, collection, processing, exploitation, and dissemination requirements.
- Have demonstrated experience in GEOINT intelligence collection requirement management environment to include training and expert knowledge of the GEOINT Information Management Services (GIMS) and proficiency in a wide array of GEOINT NTM and commercial collection requirement systems.
- Have knowledge of theater, and national intelligence collection platforms and ISR integration strategies; and knowledge of theater and national intelligence requirements processes.
- Possess knowledge of, and skill in applying advanced technical collection planning concepts, principles, practices, laws, regulations, methods and techniques to include domestic imagery and coalition partner processes, rules and regulations.
- Have knowledge of IC GEOINT capabilities and accesses, strengths and weaknesses of specific technical sensors/platforms sources in the area of GEOINT.
- Have the ability to provide general hands on instruction to DOE analysts on a wide variety of GEOINT products, systems and tool sets.

A Bachelor’s Degree from an accredited college in a related discipline with 8 years of professional experience; or 5 years of professional experience with a related Master’s Degree.
LOCATION: This is a hybrid position in Washington, DC.
